1
13 Point What???A Case-Study Review
2
Overview of Case Study Topics
  • Recruiting Task Force Issues
  • Application of New Legislation

3
Recruiting Task Force Issues Meals,
Transportation and Lodging
  • On arrival to campus, Star, a basketball
prospect, is driven to the finest steak
    restaurant in town.
  • The institution rented a large SUV to accommodate
Stars 68 frame, as well as the other prospects
    on the visit.
  • At the restaurant, he sits down and orders a
    steak and three lobster tails.
  • He then inquires if he can take a look at a
    dinner menu.

4
Recruiting Task Force Issues Meals, Lodging
and Transportation
  • Star is driven back to the guest house, where he
is welcomed with party streamers and balloons.
  • Are there issues with Stars visit?

5
Recruiting Task Force Issues Meals, Lodging
and Transportation
  • During an official visit, an institution must
  • House a prospect in standard lodging that does
not include special accessories (e.g., Jacuzzis,
suites) not available generally to all guests
  • Provide standard meals comparable to meals
provided during the academic year and
  • May provide a reasonable snack (e.g., pizza,
hamburger) in addition to the three meals.
  • Use an institutional vehicle (or rental
    equivalent) normally used to transport
    prospective students while visiting the
    institution's campus.
  • May use personal vehicles to transport prospects.

6
Key Interpretation
  • Official visit entertainment money that a student
host may receive is to cover all actual costs of
    entertaining the prospective student-athlete (and
the prospect's parents, legal guardians or
spouse) and the entertainment of the student
    host(s) and/or the institution's athletics
department staff members who accompany the
    prospect.

7
Recruiting Task Force Issues Simulation and
Personalization
  • An institution is hosting several volleyball
    prospects for an official visit.
  • When touring the locker room, the prospects are
able to view a standard locker as it would look
    just before a game.
  • The jersey displayed corresponds with the
    prospects high school number.

8
Recruiting Task Force Issues Simulation and
Personalization
  • Is it permissible for the institution to display
a jersey that includes the prospects number
during a tour of the locker room?
  • Does is make a difference if the jerseys do not
display a prospects high school or two-year
    college number?

9
Recruiting Task Force Issues Simulation and
Personalization
  • An institution may not arrange miscellaneous,
    personalized recruiting aids (e.g., personalized
    jerseys, personalized audio/video scoreboard
    presentations) during an official visit.

10
Recruiting Task Force Issues Game Day
Activities
  • During the same tour, the group of prospects are
permitted to run out into the CAVE to the tune of
the institutions hallowed fight song, Yea,
    Alabama.
  • Is this permissible?
  • What if the song was left out of this situation?

11
Recruiting Task Force Issues Game-Day Activities
  • A prospect may not engage in any game-day
simulations (e.g., running onto the field/court
with the team during pre-game introductions)
    during an official visit.
  • However, a prospect may be present in the locker
room prior to or subsequent to a competition or
standing on the sidelines during pre-game
activities prior to being seated in the regular
    seating areas during the competition.

12
  • OTHER ISSUES RELATED
  • TO OFFICIAL VISITS

13
Issues Related to Official Visits
Transportation
  • If a PSA arrives at the Birmingham airport for an
official visit, when does the visit begin?
  • The 48-hour period of the official visit begins
at the time the prospect arrives on the
institution's campus, rather than with the
initiation of the prospect's transportation by a
coach or the time of the prospect's arrival at
the airport or elsewhere in the community (see
    Bylaw 13.6.3.1.1). The prospect's transportation
to and from the campus must be without delay for
personal reasons or entertainment purposes. The
institution may not pay any expenses for
entertainment (other than the actual and
reasonable cost of meals) in conjunction with the
prospect's transportation. At the completion of
the 48-hour visit, the prospect must depart the
    institution's campus immediately otherwise, the
institution may not pay any expenses incurred by
the prospect upon departure from the
institution's campus, including the cost of the
    prospect's transportation home.

14
Issues Related to Official Visits
Transportation
  • If a PSA arrives at an airport other than the
Birmingham airport for an official visit, when
    does the visit begin?
  • During the official visit, any member of an
    institution's athletics department staff may
provide ground transportation for a prospect and
the prospect's parents or legal guardians between
the campus and any bus or train station or
airport.  If a prospect is transported by a
member of the institution's athletic department
from an airport, bus or train station other than
the major airport, bus or train station nearest
to the institution, the 48-hour official visit
period begins with the initiation of the ground
transportation by the member of the institution's
athletics department staff upon the prospect's
arrival at the airport, bus or train station.

15
Issues Related to Campus Visits
Transportation/Lodging
  • If a coach drops off a PSA at the Sheraton Hotel
(considered on-campus) after a late arrival, when
does the visit begin, at arrival or the next
morning upon arranged activity with coach(es)?
  • As long as the PSA is taken straight to the
    Sheraton with no entertainment/activities the
evening of arrival, the visit would begin the
next morning (assuming the PSA was picked up at
the Birmingham airport). The on-campus site
would not come into play with the start of the
    visit.

16
Issues Related to Official Visits - Transportation
  • Transportation of Prospect's Relatives, Friends
    or Legal Guardian(s)
  • An institution shall not permit its athletics
department staff members or representatives of
its athletics interests to pay, provide or
arrange for the payment of transportation costs
incurred by relatives, friends or legal
guardian(s) of a prospect to visit the campus or
    elsewhere however, an institution may
  • Provide automobile-mileage reimbursement to a
prospect on an official visit, even if relatives
or friends accompany the prospect and
  • Provide local transportation between its campus
and the nearest airport for the parents,
relatives or legal guardian(s) of a prospect
    making an official visit.

17
Issues Related to Official Visits - Transportation
  • Coach Accompanying Prospect
  • When a coach accompanies a prospect on an
official visit by automobile, per Bylaw
13.5.2.2.3, the 48-hour period shall begin when
the coach begins transporting the prospect to
campus. Upon completion of the 48-hour period,
the coach shall terminate contact with the
prospect and his or her parents or legal
    guardians immediately.
