3Terrorism - a Wicked Problem
- Lawrence J. Peters
- With a wicked problem, the more you know about
the subject, the less certain you are about how
to solve it. - With wicked problems, the meetings, the consensus
buildings, the relationship building, the
perspective sharing are the work!

22Annex V, Terrorist Incident ResponseVer. 1.1
(8/00) Ch.V para G p.V-8
- As the Medical response to an incident involving
biological agents must include the local medical
community as a group, the local and state health
departments and federal health agencies directing
the response should undertake to coordinate the
efforts of local medical providers to ensure that
a consistent approach to health issues is taken.
The local health department or state public
health region field office, that are normally
most familiar with community health providers,
will typically take the lead in coordinating the
local medical responseThey may request
assistance from local professional organizations
in providing information to all members of the
medical community.
