you have no exposure,
- THEN, YOU NEED TO FILL OUT gtgtgtgtgt
11The Notice of Intent
12The Notice of Intent
- Is a request to be authorized to discharge
pollutants to the waters of the United States
under the terms of the current Multisector
General Permit (MSGP) - Is an agreement by you with the USEPA to conform
to the MSGP including the requirement to prepare
and implement a Storm Water Pollution Prevention
Plan (SWPP)
13To Complete a Notice of Intent
- You must determine if there are endangered
species affected by your operation - You must determine if historic properties are
affected by your operation - You must complete a Storm Water Pollution
Prevention Plan
?Thats all of it!

- NH Heritage can check its database to see if they
have any rare plant, rare animal, or exemplary
natural community records on your property. All
they need is a brief cover note and a clear map
identifying your propertys boundaries. The map
should be a clean photocopy of a USGS topographic
map with your property clearly marked (you do not
need to copy the whole topographic map, just the
section showing your project).
16Historic Places Certification

to NH - Or
- Ms. Edna Feighner Review and Compliance
Coordinator - NH Division of Historic ResourcesPO Box
2043Concord, NH 03302-2043(603)271-3483 - Provide a cover letter and marked topographic map
of your facility.
17Resources In Your Packet and On the NHDES Website
- Blank Notice of Intent
- A filled in fictitious NOI
- A sample letter to the NH Division of Historic
Resources - A sample letter to the NH Natural Heritage
18Information You Need For The NOI
- Section A - Generic Permit Number NHR05
- Section B - Info on the Operator
- Section C - Item 1 - The official name of the
facility - Item 2 - The address of the facility, including
- Latitude and Longitude of the facilitys front
gate in degrees, minutes, and second - Obtain from a topographic map
- Or, use a GPS
- Item 3 If you jointly operate a facility (Town
Garage, fire department, etc), you will need to
co-file
19Information You Need For The NOI (Contd)
- Do you discharge to a receiving water? If yes,
its name. - Do you discharge to a municipal separate storm
sewer system (MS4)? If yes, the name of the MS4
Operator. - Item 6 asks for the 4 Digit SIC code or 2 letter
activity code - For Transfer Stations and Recycling Centers, its
either 5093 or 4953 or both (See earlier
description) - For Landfills, its LF, if they receive or have
received any industrial wastes
20Information You Need For The NOI (Contd)
- For Item 7, a 5093 SIC puts you in Sector N.
- For Item 8, Endangered Species and Historic
Properties Certification - Section D The Name and Signature of the
authorized agent for the facility.
You are done!!!!
21NOI Signature An Important Point
- Signature requirements
- For a municipality, State, Federal, or other
public agency, the plan must be signed by either - The principal executive officer or ranking

DO NOT MAIL SWPPP OR ANY OTHER DOCUMENTS TO THIS
ADDRESS
23Storm Water Pollution Prevention Plan (SWPPP)
- After The NOI, The Most Important Document
24First, lets understand the following
- You do not have to cover the entire facility with
a roof. You do need to institute best management
practices that minimize the opportunity for
polluted storm water to enter the surface waters
of the United States. These are the basic things
that need to be in your SWPPP.
25The Storm Water Pollution Prevention Plan Basic
Elements
- Seven Basic Elements
- Planning and Organization
- Assessment
- Implementation
- Evaluation
- Endangered Species Evaluation
- Historic Places Evaluation
- Certifications
26Planning and Organization
- SWPPP Coordinator And Team Identification
- Include actual names
- Include duties of each member of team
- Include Information on owners and/or operators of
the site
27Assessment
- Site Description
- Site Map
- Significant Material Inventory
- Vehicle Wash Water and Wastewater
- Salt Storage (If you have it)
- Spills and Leaks in last 3 years
- Non-storm water discharges
- Allowable non-storm water discharges
- Existing Storm Water Monitoring Data
- Site Summary (Sources of pollution with a high
risk of contaminating storm water
28Implementation
- Good Housekeeping practices
- Preventive Maintenance
- Best Management Practices
- Sediment and Erosion Control
- Management of Storm Water Runoff
- Spill Prevention and Response
- Employee Training
29Evaluation
- Quarterly Visual Monitoring
- Annual Site Inspections
- Recordkeeping and Reporting
- Quarterly Testing in 2nd and 4th Year of Plan, if
you are in Sector N. (2000 MSGP started in 2000
and the 2nd year was 2002. You will need to test
again in 2004. The new MSGP should be issued in
2005) - Plan Revisions
30Sector N Effluent Limitations and Benchmark
Monitoring (SIC 5093)
1. Monitor once/quarter for the year 2 and 4
monitoring years
31Endangered Species
- Are there endangered species in the area?
- What effect might you have on them?
Historic Places
- Are there historic places in the area?
- What effect might you have on them?
32Finally, Certifications
- An authorized representative must sign the
SWPPP
I certify under penalty of law that this
document and all attachments were prepared under
my direction in accordance with a system designed
to assure that qualified personnel properly
gathered and evaluated the information submitted.
Based on my inquiry of the persons who manage
the system, or those persons directly responsible
for gathering the information, the information
submitted is, to the best of my knowledge and
belief, true, accurate, and complete. I am aware
that there are significant penalties for
submitting false information, including the
possibility of fine and imprisonment for knowing
violations.
33Not Really Finally. You need to attach
- Forms to be used
- Letters on endangered species and historic places
- Site Maps
- Assessments
- Any policies, procedures such as spill plans, and
any document referred to in the main section.
34Now What?
- Change plan when appropriate. (Its a living
document) - If it isnt working
- You cant do something you said you would
- If a spill occurs, attach a root cause and
corrective action statement - Personnel change
- New buildings, new equipment, new processes, new
waste streams, changes in size of site, etc.
