3Committee Activity Overview
- Committee has been extremely active over the past
6 months. Meetings and activities include - June 2006-Data Management Meeting in Nashville-
First scheduled in-person meeting since spring
2005 due to lack of committee funding. - June 2006- Probate Data Call requested of the IA
Data Management Committee by DOI - Aug. 2006- Data Management Meeting in Seattle-
prepare for presentation to Self-Governance
Advisory Council and review of budgets - Oct. 2006-Brief Pat Ragsdale about next steps and
what program areas the committee should focus our
efforts on. - Nov. 2006- Data Management Meeting in
Portland-Discuss GPRA/PART Review of programs.
Data Committee review and written comments
submitted for DOI Strategic plan. - Nov 2006-Data Management meeting in DC- discuss a
better form of communicating with DOI per Mr.
Casons request for more detail in what is being
presented to him. - Dec, 2006-Brief TBAC on progress, next steps, and
action items. Meet with OMB, OST, DOI to provide
updates. Meet with select BIA program managers
to discuss their collection of GPRA/ PART data
and ratings.
4Standardized Data Management
- Benefits
- Creation of a Standard Computerized data
management system built upon current
infrastructure with wide department use. - Centralized location of Indian Country Program
data. - Elimination of unproductive data management
practices and reduce employee dissatisfaction.
Enables more efficient and effective use of
program funding. - Development and use of data that is more
reliable, accurate, verifiable, and consistent.
Helps establish program data credibility - Helps Indian Affairs enter the 21st Century
5Return on Investment
- With this investment, Indian Affairs will begin
the process of performing e-Government activities
which is required and encouraged by various
government acts. - With a system in place, real time data that is
reliable, accurate, and consistent will be
available for use to enhance program
accountability. - Improves communication, coordination, and
eliminates duplicative efforts on obtaining the
same data. Allows Indian Affairs to provide a
system for the collection, usage, and maintenance
of GPRA/PART data, which in turn will supply more
accurate information for their required reports
to OMB. - Increases employee productivity and is a
significant cost savings measure. - Increases data security.
6Committee Accomplishments
- Consultations on the draft Data Management Policy
were held and comments were incorporated into the
policy. - Tribal Co-Chair signatures on Charter since
November 2004. - Committee Action Plan has been updated 4 times
due to delay in Federal approval of Charter. - Partial funding for Committee activity was
provided by Bureau Director. - 500K was included in 07 appropriations bill for
establishment of the Program Data Quality Staff. - Committee has briefed IA Senior Management
Several times over the past two years. (See
details in action plan.)
7NEW Approach to Project Plan
- At the request of the Acting Assistant Secretary,
we are taking a more detailed analytical approach
to the current Committee project plan. - MS Project format will be used that can document
all tasks, activities, resources, relationships
of those tasks, and time lines - The Committee intends on having a written
narrative of the project plan prepared for
presentation to the Acting Assistant Secretary
and the TBAC at the next TBAC meeting. - The Committee hopes that this will eliminate many
of the questions and concerns of the Department
as we move through the data management project.

15- This is only the beginning of a more defined
project plan for data management. - The Committee will be meeting to further develop
the plan and create a narrative Implementation
Project Plan - The committee has been working diligently, even
without funding, and we would like very much to
see this progress to the next step of
implementation
16Action Items for TBAC
- Need the Phase Two Charter signed for the
Committee to continue our work on these issues.
Have been trying to get federal signatures since
last year. - In the Committees review of the DOI Strategic
Plan, we would like to suggest that the TBAC
request the nomination of 2 Tribal
Representatives to the Management Initiative
Team. - The Committee would like to suggest that DOI
program managers work with the TBAC to develop
meaningful measures for GPRA/PART data and find a
way to fund the additional resources that would
provide for Tribes to be able to collect the
needed data. - The Committee would like to recommend that the
location of the PDQ be situated within the Office
of Policy and Planning Analysis. This was a
suggestion from the last Committee meeting after
talking with the Director of this office.
17Action Items for TBAC (continued)
- Need to protect the FY2007 500K in the budget
for the office of Program Data Quality (PDQ).
Would like for the TBAC to advocate for FY2008
funding for the PDQ to continue their
implementation (see budget form provided). This
is separate funding from the Phase Two Charter
for committee activities.
