MAINSTREAMING HIV AND AIDS IN SECTORAL MTEF

INTRODUCTION

• Public sector response started to get momentum in
  year 2004, when ZAC through SIPAA programme
  assisted all sectors to come up with strategic
  plan on HIV and AIDS reflecting both internal and
  external dimensions of mainstreaming.
• In year 2004/05, a few sectors were selected for
  support under TMAP funds, these are ZAC, the then
  MOECS, MOHSW, the then MYEWCD and Good
  Governance -Mufti Office
• In 2005 up to June 2006, ZAC has assisted all
  sectors to come up with specific and
  comprehensive workplace programmes
• To date all sectors are continuing to implement
  their sector specific programmes

MAINSTREAMING IN MTEF

• In year 2004/05 ZAC managed to lobby the Ministry
  of Finance to introduce special budget line for
  HIV and AIDS
• However, the budget line was too general HIV and
  AIDS activities. The budget line did not allow
  for specification and clustering of activities
  into specific objectives, targets and thematic
  areas
• During the preparation of 2006 MTEF, ZAC and
  MOFEA sorted this problem out and sectors were
  requested to develop their HIV and AIDS plans in
  detail

PROCESS OF ASSISTING SECTOR TO MAINSTREAM HIV AND
AIDS IN MTEF

• Guideline inclusion of HIV and AIDS - sectors
  were requested to mainstream HIV and AIDS in
  their normal undertakings
• Special training on mainstreaming HIV and AIDS in
  MTEF with all sectoral ministries 3 days
• The main reference during the mainstreaming was
  ZPRP II (draft by then), mainstreaming strategic
  plans of respective sectors and work place
  programmes

PROCESS

• The output of the workshop was draft MTEF to be
  submitted to MOFEA after being refined one week
  was given.
• All the MTEF have already been submitted.
• 7 MTEFs have been reviewed by MOFEA and all of
  them have incorporated into HIV and AIDS
• MOFEA expects to finalize review by Monday 3rd
  July 2006
• Observation shows that, two methods have been
  employed in mainstreaming HIV and AIDS in MTEF
• Putting together all HIV and AIDS activities
  under Department of Planning and Administration.
• Other sectors (Women and Children and Health
  split into various department and sectors.
• MOFEA is in favour of the first Method easy to
  coordinate

WAY FORWARD to date

• MOFEA to finalize review of MTEFs and submit the
  summary to ZAC (3rd July 2006)
• Disbursement which is expected to start soon
  after the completion of the ongoing budget
  session
• Sectors to develop annual work plans and
  procurement plans and then prepare quarterly
  advance requests to ZAC to access funds from TMAP
