Title: LES FONDS STRUCTURELS EN POITOUCHARENTES 20002006

1
Cohesion policy in Poitou-Charentes a key lever
for green growth
2
Poitou-Charentes a rural region
Some figures Mainly rural territory without
large urban centre only14 towns with more than
10 000) inhabitants. Population (2006) 1 724
000 or 2.7 pop French Density persons/km2 67
persons/km2 (France 113 persons/km2) Area 25
810 km2 or 4.7 of French territory
Economy Regional GDP 23 800 / inhabitant in
2006, or 91 EU average We note a downturn of
growth of the GDP in 2006, the lowest since
2001.

Examples of projects cofinanced by European
regional policy in sustainable development
7
Copernic and Galilée first Zero emission boats
with electrosolar propulsion for maritime
passenger transport (La Rochelle)?.
A world first First maritime passenger
transport boats with electrosolar propulsion,
large capacity (up to 75 persons), capable of
sailing in rough seas, strong current and winds.
Autonomous, accessible boats 20 of the energy
consumed is provided by the photovoltaic panels,
the by batteries recharged at night.
Range 100 km/day Cost 7 /day compared with
190 /day for steam boats
ERDF basis 434 000 ERDF 173 600
8
Kyoto School 1st 100 own-energy European
school (Poitiers)
Environmental excellence The Kyoto School
consumes 52 times less energy than a school built
in 1990. The bioclimatic approach allowed a 75
reduction of energy requirements.
  • Zero fossil energy
  • Storage of heat generated during the summer by
    household waste incineration plant.
  • - Production of electricity by vegetable oil
    cogeneration.
  • - 900 m2 photovoltaic panels

ERDF basis 946 000 ERDF 378 400
400 tonnes CO2 avoided p/a

The Novéolienne Development of prototype
domestic wind power engines (Poitiers)
Novéol, a pioneering young SME based in Poitiers,
has developed Novéolienne, a vertical-axis
self-starting wind power engine. FEDER supports
the construction of two prototypes in order to
prepare for industrial production.
  • 2 models
  • Family (h3.30m) private individual (annual
production 3500kWh electricity requirement of a
    household of 4 persons)
  • Collective (h6m) groups, property developers,
    etc. prod 10500 kWh

Total cost 132 000 ERDF 55 614
Number of jobs created 8

Main elements of the balance-sheet
Since 2007, ERDF in Poitou-Charentes has enabled
Installed photovoltaic power 36 413 kWc Or
nearly 3200 tonnes CO2 avoided p/a gt 12 000
homes supplied with electricity (excluding
heating and hot water for domestic use)
Production of thermal energy 823 811 MWh p/a Or
nearly 222 051 tonnes CO2 avoided p/a gt approx.
25 of the targets of the Kyoto Protocol at
regional level (800 000 tonnes CO2 avoided) gt
55 000 homes supplied with heating and hot water
for domestic use.
Electric power production 27 100 MWh p/a gt
electricity requirements of a town with 15 000
inhabitants.

INFORMATION AND PERSPECTIVES
Real Value-Added of supported projects Without
ERDF, many of the projects would never have
happened.
Committed dynamism the regions are ready to go
farther. Many projects are in progress (in PC
methanization social housing) and the players
are committed to action.
A qualitative evaluation of projects is
possible The setting of clear targets to allow
regular measurement of the qualitative progress
and impact of interventions is now possible
(e.g. CO2)
Climate change is one of the major challenges
identified by the EU looking ahead to 2020 (EU
2020)
