Studys purpose

• To provide up-to-date info about key
  stakeholders/expert organisations/other actors
  within the project area related to - alcohol, -
  adolescent health and socially rewarding
  lifestyles, and updated info on workability
• To identify most crucial programmes/projects
  related to these areas to improve networking and
  exchange of data and know-how
• To take up ideas for further co-operation

RESULTS

• Are the issues relevant to the studied regions?
• Yes. Presentation by Ms. Tatiana Golikova,

  sitting of the Board on Russian National Priority
  Projects and Demography, 25 February 2009

• Is there relevant legislation at federal level?
• Healthy lifestyles-related questions fragmented
  in federal and regional laws. No special laws
  about health promotion or healthy lifestyles
• Youth laws are available at regional level. At
  federal level a bill has been prepared

• Are there relevant strategies and policies at
  federal and regional level?
• Available, but for healthy lifestyles in the
  conceptual format mainly.
• Certain risk factors or aspects of healthy
  lifestyles are present in different policies and
  strategies.
• Youth strategies and policies are present at
  federal and regional levels.

• Are there relevant programmes and action plans at
  federal and regional level?
• A new block in National Priority Project
  Health is dedicated to disease prevention and
  health promotion federal level.
• At regional level only Republic of Karelia has a
  regional healthy lifestyle programme.
• Risk factors are included in federal and
  regional programmes (drugs, law offences).
• Youth programmes are available in all three
  regions.

• The route displayed effectiveness in identifying
  stakeholders

Themes

• The study includes themes as follows
• Healthy lifestyles
• Socially rewarding lifestyles
• Alcohol prevention
• It is hard to keep the balance between the
  themes. Although close, they are yet in certain
  ways different.

Definitions

• What is a socially rewarding lifestyle? Can a
  socially rewarding lifestyle be unhealthy? Can a
  healthy lifestyle be socially unrewarding?

International programmes and projects

• Information about programmes and projects can be
  found from various sources
• Information about programmes and projects
  developments, experiences and lessons learnt is
  harder to get (basically in printed form, not
  many copies, limited circulation, expiry of
  website administration contracts for projects)
• Little synergy among projects (even in same
  locations and same topics)
• Health promotion and NCD/risk factor prevention
  is one of priorities in international cooperation
  of Russia
