- Sandwell Local Authority recognises the many
positive social and educational benefits to
children and young people.
- The LA also recognises the associated risks and
continues to provide information and guidance to
schools to help manage and minimise them.
4Whose problem?
- A primary school pupil had set up a mini web-site
to share photographs and information with friends
and family, and communicate through a simple
chat room. To invite others to their site,
detailed address information is given by the
child and / or family, and the sites are believed
to be secure. There were concerns about what
personal details were on the site and potential
for access by wider public, making the child
vulnerable to grooming or other approaches. The
child had not set up the site in school, but the
school was the first port of call for the parent.

Maintaining a sensible degree of external
security is fine, as long as this does not stop
people from doing the basics, such as consuming
web services or linking with the outside world.
But inside the network, experimentation and
innovation should be encouraged. Anything less
runs the risk of turning educational IT into an
irrelevant backwater that is far below the
expectations of young people that they simply do
