4STATE EMERGENCY MGMT
- The Governor is responsible for dealing with
threats to the State posed by natural
technological disasters homeland security
events - An Emergency Management Council has been
established to advise assist the Governor in
emergency management - 32 state agencies
- American Red Cross the Salvation Army

- The Emergency Management Council is organized by
emergency support function (ESF), such as shelter
mass care, evacuation, donations management - Many agencies participate in multiple ESFs
- Council is partially or fully activated at the
State Operations Center during major emergencies
to identify, mobilize, deploy state response
resources

- The Homeland Security Council assists the
Governor in developing implementing the state
homeland security strategy - Council consists of a chairman designated by the
Governor, the Secretary of State,
representatives of 23 state agencies, two
Legislative committees, the Texas Association
of Regional Councils

- State law assigns extensive emergency
preparedness, response, recovery
responsibilities to the Texas Division of
Emergency Management (TDEM). - The Director of Texas Office of Homeland Security
is the Director of TDEM Chairman of the
Emergency Management Council - The Chief of Emergency Management supervises the
day-to-day operations of TDEM -

11REQUESTING ASSISTANCE
- Requests for help should specify the items or
capabilities needed or work to be done -- not who
will provide them or perform them - Be specific about what you want where it is
needed provide a point of contact - Example
- We need bottled drinking water for approx. 400
residents for 3 days. Deliver to Fire Hall at
SH12 CR101 in Apex. POC is Lt. Bill Davis,
909-872-2345.
12ROLE OF THE STATEDisaster Districts
- Disaster District are regional emergency
management authorities chaired by local Highway
Patrol Commander - Disaster Districts may use state resources in
their district to provide assistance - District District Committees of state agencies
volunteer groups assist DDC Chair in mobilizing
deploying state resources to assist local
governments

- DDC Chairs can mobilize commit all state agency
resources in their area of responsibility to
respond, except - The Governor must authorize activation of the
National Guard or the State Guard - The State Guard is an organized militia under the
command of the Adjutant General, whose members
are volunteers - If resources of the District are inadequate,
request is forwarded to State Operations Center
for action

- SOC in Austin monitors current threats provides
warning/notification to state agencies local
govts. - SOC monitors ongoing incidents disseminates
periodic SITREPs to state federal agencies - On a daily basis, SOC responds to local requests
for state assistance for limited emergencies

Council is convened at the SOC to coordinate

- State resources committed to assist local
governments normally work under the general
direction of the appropriate DDC Chair take
their mission assignments from the local Incident
Commander - State resources committed to assist local govts

19FEDERAL RESOURCES
- The State requests most federal response
recovery resources through FEMA - Federal response governed by the National
Response Framework - FEMA has limited authority to provide resources
before a disaster declaration - Can pre-stage critical initial resources (food,
water, generators) response teams - The Dept of Defense can commit resources for
preservation of life property prior to a
disaster declaration
20LOCAL-STATE-FEDERAL COORDINATION
- When a disaster occurs
- State Operations Center (SOC) is fully activated
- SOC conducts conference calls video
teleconferences with local, state, and federal
agencies - FEMA Region VI deploys its ERT-A to the SOC to
coordinate federal response missions for the
State - Federal agency, volunteer group, industry
liaison personnel are summoned to the SOC. - State liaison personnel dispatched to local EOCs
