2Do we need to go for a complex solution- CMS?
- PISCES 2 Sophisticated Instrument for Oil
Spill Response Management at sea based on
vectorized nautical charts (TX-97) - Excellent tool for planning of a response
operation including automating of paper work
part. - More information layers need to be incorporated
- Response operation is not only a maritime part
of job- need to simulate more actions related to
shore type of activities
3Crisis Management System Main Objective
- In reducing time, required for decision
development, their acceptance and achievement. - This will result in minimization of
- Victims among population
- Damage
- Ecologic
- Financial
- Other, including consequential losses
4Crisis Management System Purposes
- To provide
- GIS based cartographic, satellite and 3D
information of crisis area - Information about rescue resources and other
means located close to crisis area - Set of mathematical models to evaluate parameters
of crisis situation - Planning tools
- Automation of operator actions with workflow and
checklists - Analysis of situation with set of assessment
methods - Set of additional information (reference books,
classifiers, etc.)
5CMS Architecture
- System is based on classic client-server
architecture. Operator works with system through
Tactical display which interacts with
application server that manages all system
components and provides some services
6GIS is
- Geographic Information System (GIS) is a set of
tools that is able to manage different types of
data, provide possibility to store, edit,
visualize actualize this data
7GIS Geodatabase
- Data is organized in layers which may contain not
only points, lines, polylines, satellite images,
etc., but also is able to contain data
(population, sensitive areas, etc.)
8GIS Features
- With GIS we can
- Make complex analysis of information
- Have vivid data visualization (2D 3D)
- Use satellite images as substrate for chart
display for data actualization - Have central data storage, multi-user data
access, data versioning - Have remote access to the data through Internet
or other networks - Integrate our system into existing infrastructure
at customers site
9GIS_at_CMS
- GIS is used in CMS for
- Chart displaying
- Data analysis report generation
- Data visualization
- 3D modeling
10ESRI GIS
- CMS is based on ArcGIS 9 COTS product line of
ESRI (USA). Why ESRI? - ESRI is the industry leader in GIS technology
- ESRI has full range of GIS products (desktop,
server, developer) - ESRIs partners have additional instruments for
working with data, satellite images, etc. - ESRI provides worldwide support
11CMS Monitoring Module
- Key features of module
- Support of any available channels for data
transfer - Support of any types of objects
- Hydrometeorological data support, including ice
condition charts - Complex queries support
- Object track display and playback
12CMS Math Module Discharge of Chemical
Contaminants
- The system allows modelling of the CC release on
the basis of three techniques - Technique of predicting scales of contamination
with aggressive toxic agents during the accidents
on the chemically hazardous objects and on the
transport (1990) - Technique of assessing consequences of chemical
accidents (2001) - Technique of assessing consequences of emergency
emissions of hazard substances (2005)
13CMS Math Module CE AFM Explosions
- The system uses two procedures for assessing
consequences of explosions of condensed
explosives (CE) and of the air and fuel mixtures
(AFM)
14CMS Math Module Earthquake
- The earthquake prediction technique is designed
for predicting human losses and amount of rescue
and emergency works. The technique uses the
probability approach in determining the human
losses and extent of destruction
15CMS Math Module Fire
- The mathematical model used in the system allows
2 different types of fires to be modelled
forest fire and pool fire
16CMS Math Module Oil Spill
- CMS uses PISCES oil spill model and all actions
like boom deployment, spill statistics, etc. are
available
17CMS Math Module Future development
- Floods
- Breakthrough of Hydraulic Works
- Nuclear explosion radiation
- Terrorism
- Epidemics
- Mudflows
- Soil sleeps
- Avalanches
- Migration process
18CMS Planning Module Logistics
- Main features
- Route planning and analysis
- Generation of route documentation reports
- Drawing of transport motion schedule
- Planning of stops and station positions
(optimizing positions of fire stations, etc.)
19CMS Planning module SAR Operations
- The module specification is fully compliant with
the International Aeronautical and Maritime
Search and Rescue Manual, volume 2 (Coordination
of operations) IMO-ICAO1999 (IAMSAR). Main
features - Operational development of response scenarios
- Comparative analysis of different response
scenarios - Assessment of response resources sufficiency
- Assessment of the rescue operation cost
20CMS Planning Module User Layers
- The system allows chart information to be
supplemented with user layers with different
designations - The system allows the plotted designations to be
re-sized, deleted, moved, edited saved as
additional layer - The system contains a library of vector symbols,
editor tool for import\export operations
21CMS Workflow Documents
- Key features
- Work with documents of any format
- MS InfoPath form support
- Restriction of access to documents
- Versioning of documents
- Instant Messaging, sending links
- Messages log history
- Notifications
22CMS Analysis consequences evaluation module
- Assessment of the emergency consequences is made
for the following purposes - Registration and recording of emergencies with
the use of unified economic indexes - Economic assessment of emergency occurrence on
dangerous objects - Making of well founded emergency response
decisions - Analysis of measures to reduce the number of
diseases and injured as the result of an
emergency - Analysis of efficiency of measures aimed at
reducing the amount of damages caused by the
emergency
23CMS IR Module
- The main tasks of the information classification
system are - To classify and encode information
- To ensure methodological and organizational
uniformity in the area of developing system
dictionaries and classifiers within the DB - To automate processes of entering and maintaining
system dictionaries and classifiers - To provide conditions for the formation of single
information space and interaction of systems
24CMS- 3D Visualisation
- Automatically rendered directly from the GIS map
high quality textured 3D visualization of the
scene with all active scenario objects- for clear
picture of the situation
25Crisis Management System- SUMMARY
