- OFFROAD spatially allocates the base year
population. For Pleasure Craft, the allocation
profile is based on area of use as defined by the
1995 Systems Applications International (SAI)
survey. - Issue
- Evaporative emissions should be allocated to the
area where the vessel is stored.
6Redistribution of Evaporative Emissions
- Statewide evaporative emissions for pleasure
craft are redistributed outside of OFFROAD. - Split into trailer/water-stored vessels
- Split evaporative emissions (diurnal and resting)
into trailer/water-stored - Allocate trailer-stored using 2005 DMV detailed
registration for each equipment type by county - Allocate water-stored using marina slip count by
county
7Trailer/Water-Stored Split
- Used classified ads from boating websites (e.g.
boattrader.com) to locate vessels for sale in
California - Ad info usually consisted of vessel type, length
and engine hp - Since majority of vessels with engine hp 175 or
less are trailer-stored, sales ad info used to
estimate percentage of vessels with 175 hp and
greater that are trailer/water-stored - Trailer/water-stored fraction checked against
USEPAs percentages
8Marina Slip Count
- Compare ARB and EPAs total vessel population
that are water-stored against marina call-in
survey - Marina water-stored survey consisted of gathering
data from marina websites (e.g. boatharbors.com,
marina.org) and phone survey of marina/lake
facilities - Found about 500 marina/lake facilities statewide
- Determined number of wet slips at each facility
- ARBs water-stored population is consistent with
marina survey results - Slips in a given zip code were mapped using GIS
and allocated to county/air basin/air district
