2Introduction
Californias Transportation Development Act (TDA)
requires that a triennial performance audit
be conducted of the EDCTC and the EDCTA for
receipt of TDA revenues. The audit serves to
ensure accountability in the administration and
use of TDA funds, and to ensure that the revenue
is utilized efficiently and effectively. This
audit of EDCTC covers FY 2003-04 through FY
2005-06.
3Approach to EDCTC Audit
- Has EDCTC complied with state requirements?
- Has EDCTC implemented prior recommendations?
- How well has EDCTC performed its planning and
programming functions? - What recommendations can be made?
4Findings from the Audit
- EDCTC conducts its management of the TDA program
in a competent, professional manner. - EDCTC has satisfactorily complied with all State
legislative mandates for Regional Transportation
Planning Agencies. - EDCTC implemented all prior audit
recommendations. - Staff accomplished numerous tasks during the
audit period, including adopting the first RTP
with a certified EIR in over 10-years developing
several other transportation plans and programs
and bringing in-house project oversight of
regionally significant projects.
5Findings from the Audit
- Staff actively participates in stakeholder groups
and maintains good relations with partner
agencies. - The Executive Director initiated a goal setting
process where annual goals are established with
the Board, and which serve as the basis for the
Executive Directors performance review. - A new file index was created that greatly
organizes the data stored at EDCTC. Most paper
documents were scanned and made available
electronically, some available on-line including
Commission agendas. - A review was conducted regarding the governance
structure of EDCTC as it relates to its
designation as a transportation planning agency.
6Audit Recommendations
- Develop formal rules and procedures for
allocation of Article 3 - Local Transportation Funds for Pedestrian and
Bicycle Projects. - 2. Review the applicability of developing a
blended farebox ratio - in light of an urbanized designation for El
Dorado Hills. - 3. Consider developing a written schedule for the
LTF and STA - claims process.
- 4. Consider developing a written schedule for
adoption and - submittal of the Federal Program of Projects.
- 5. Coordinate with EDCTA on the development of
transit - performance targets for its commuter, local
fixed route, and - dial-a-ride services.

Coordinate with EDCTA on the development of

- Performance targets are a tool used to evaluate
transit performance - by route or service type (commuter/local fixed
route/DAR). - Establishes benchmarks based on recent transit
performance. - Recognizes that some variance in performance is
reasonable/acceptable. - Goals/benchmarks typically contained in Short
Range Transit Plan. - Can be used to enhance the EDCTA Administrative
Operations Report.

Coordinate with EDCTA on the development of
transit performance targets for its commuter,
local fixed route, and dial-a-ride services.
- RTPA's are required to be involved with review
of transit performance - (Public Utilities Code Section 99244).
- EDCTC/EDCTA have already been conducting some
aspects - of this evaluation (e.g. farebox recovery
calculation and the annual - efficiency test to use STA funds for
operations.)
