- Manager Cargo Operations Course was replaced with
the Subj 2 WO (CSS) Course by DGPERS-A 11 Jul 07 - The RACT Employment Category Steering Group was
conducted on the 13 Nov 07 (for Cargo Specialist
and Marine) - Awaiting DFRT Hearing to have all the MAE changes
approved Oct 2009.

- BACKGROUND
- The CGS Directive 6/96 stated that the
certificate of competence for load shifting
equipment is the CIVILIAN LICENCE (hence
Nationally Registered Assessors) - Qld Legislation changed 01 Jul 07
- Nationally Registered Assessors no longer exist
in Qld - ALL Training is now to be conducted within / by a
Registered Training Organisation (RTO) - The equipment that the RTO is to train and assess
on must be under the scope of registration of
that RTO.

- Three High Risk Working Groups were held during
2008 - Main Purpose
- Understand the Problem
- Exchange Information
- Generate Action plan for resolution to the
problem.

- As a result of the meetings a new CA Directive
(Licensing of Army Personnel Performing High Risk
Work and Working in Prescribed Occupations) was
drafted for the CAs concurrence and signature. - The Directive is still awaiting signature.

- Licence Classes effected in the Cargo Specialist
Trade are - LF
- C2, C6, C1
- CN
- Dogger.
- LL ( Track Layer) still with CATC / SME.
9SOVOs / New licensing system for Earth Moving
and Material Handling Equipment
- SOVOs Volume 3 Earthmoving and Material Handling
Equipment Operations has been re-written. - Once the CA Directive (Licensing of Army
Personnel Performing High Risk Work and Working
in Prescribed Occupations) is signed off the new
SOVOs will be introduced and the new licensing
regime will take effect.

- The new licenses will follow a similar template
to the Defence Drivers License. - There will be two licences
- PH444 -1 Defence Force Drivers License

- MW AST is in a position to take over the
responsibility for Material Handling Equipment
(has been since 31 Jul 09) - MW AST website - all info to apply for a TMP etc
( once taken over).
