• UNESCO/DANIDA Initiative for five African
  Municipalities (2000)
• Bamako (Mali)
• Maputo (Mozambique)
• Niamey (Niger)
• Lusaka (Zambia)
• Zanzibar Municipal Council, ZMC (Tanzania)

Major Aim

• Assist ZMC bring its operations closer to the
  citizens and reinforce a culture of information
  free flow and open dialogue between the two
  parties

Specific goals

• Establish municipal information system based on
  ICTs
• Open municipal services to citizens through ICTs
• Build human resources for use and maintenance of
  new information system
• Establish municipal public information centre

Project description

• Provision of ICT infrastructure (PCs, LAN and
  Internet connectivity)
• staff training (user training, network
  administration, web design and maintenance)
• Establishment of municipal public information
  centre (MPIC), with Internet access, to interface
  between the Council and citizens
• Collection and compilation of municipal content
  for web publishing (information, publications)
• Website design, creation and launching

Current status

• Completed activities
• ICT infrastructure built
• - Provision of 5 PCs
• LAN between 5 depts. on one site,
• Internet connectivity to all PCs in the LAN
• User training completed (10 staff trained in
  word processing, spreadsheets, databases,
  networking, Internet, e-mail, www, web search).
  Evaluation showed training was successful

Future prospects

• When completed, the project will bring impact to
• - ZMC (five departments Administration,
  Finance, Social services, Town planning,
  Environment) in terms of having new information
  system
• - More than 600,000 citizens, and the
  world in general, in terms of improved access to
  ZMC information and services, Zanzibar tourism
  and business in general
• - Enhanced transparency in the operations of
  ZMC and democracy (hence contribution to
  development)
