• Requirement of Section I.C.5 of the Homeland
  Security Grant Program (HSGP), which states By
  the end of 2007, each state must develop and
  adopt a statewide communications interoperability
  plan.

• To use cost-effective measures and solutions
• Improve communications in areas at risk for
  natural disasters and/or man-made disasters
• Improve radio and data/video interoperability
  between existing frequencies and the 700 MHZ
  frequency band and/or other public safety
  frequencies
• Develop an interoperable plan that is NIMS
  compliant
