Service Principles
  • People will have choice and control

    they need.

  • Fundamental to the development of the new service
    delivery model.
  • The Universal Offer means that there should be
    county wide availability of a range of services
    which will help all adults in Suffolk achieve the
    outcomes which the directorate has signed up to

  • Make a Positive Contribution
  • Universal Offer will be delivered in partnership
    with a range of organisations across the public,
    private voluntary sector.
  • Leadership/enabling/commissioning role to ensure

Underlying Assumptions
  • The Term Universal Offer Is Not the Same As
    Universal Services.
  • Independence, Self Reliance and Self Funding Will
    Be Encouraged.
  • Universal Offer Does Not Imply Free

The proposed offer is based on the holistic needs
of citizens, their families, households and
communities
  • Inclusive access to universal services e.g.
    libraries, surgeries, shops, leisure centres
  • Proactive availability of information and
    signposting
  • Availability of, and access to additional and
    supportive services for those who need them
  • Fair and easier access to assessment care
    management for those who need it
  • Improved liaison between specialist universal
    services imaginative care packages for those
    who require it.

  • The role of ACCS is to lead, broker, influence
    and negotiate partnership funding arrangements
    which will deliver the offer.
