Residency Requirement
  • 75 of all prerequisite and credential coursework
    must be completed at Cal State University
    Fullerton.
  • Equivalency petitions should be filed at the
    admissions stage. Once admitted, candidates are
    expected to complete all remaining coursework at
    Cal State Fullerton.
  • Typically, equivalency will be granted only for
    prerequisite courses
  • The SPED Equivalency Petition may be found at
    http//ed.fullerton.edu/sped/coursequivpet.htm
  • Equivalency Petitions are submitted to the Chair
    of Special Education. Only the Chair of Special
    Education may approve equivalency petitions.

Education Specialist Credential Areas Which is
right for you?
  • The Cal State Fullerton Department of Special
    Education offers three Education Specialist
    Credentials. Each credential authorizes the
    holder to work with a different population of
    students with disabilities.
  • Education Specialist, Mild/Moderate Disabilities
    This credential authorizes the teaching of
    individuals with specific learning disabilities,
    mental retardation, other health impaired, and
    serious emotional disturbance.
  • Education Specialist, Moderate/Severe
    Disabilities This credential authorizes the
    teaching of individuals with autism, mental
    retardation, deaf-blindness, serious emotional
    disturbance, and multiple disabilities.
  • Education Specialist, Early Childhood Special
    Education Early childhood special education
    includes the provision of educational services to
    children from birth through pre-kindergarten who
    are eligible for early intervention, special
    education, and/or related services under federal
    and state laws.

Core/General Education Phase
  • During the first semester of the program,
  • M/M and M/S Candidates
  • complete coursework and fieldwork that focuses on
    teaching in a general education classroom.
  • are evaluated on their proficiency in the
    Teaching Performance Expectations
  • ECSE candidates
  • complete coursework and fieldwork that focuses on
    working with either infants/toddlers or
    preschoolers
  • are evaluated on their proficiency in Early
    Childhood Special Education Competencies for

Specialization/Special Education Phase
  • During the second semester of the program,
  • All candidates complete coursework on families
    and special education law and practices.

Two Program Options
  • Full-Time Day Program
  • Designed for full-time students who are available
    from 730 am - 400 pm daily.
  • Classes are scheduled during the day and front
    loaded into the first eight weeks of the semester
    to facilitate dedication to the directed teaching
    experience.
  • Candidates may earn their Preliminary Special
    Education Specialist Credential in one calendar
    year.
  • Candidates are placed in a PDS (Professional
    Development School) with a cohort of student
    teacher-peers.
  • Candidates move through the program as a cohort
    and receive support from their Master Teachers
    and University Supervisors.
  • Evening Program for Interns and Part-Time
    Students
  • Designed for students who are employed as
    full-time teachers during the credential program.
  • Evening classes are held 4-645 pm, 7-945 pm,
    and on Saturdays
  • Students receive on-the-job site support from
    Mentors and University Supervisors for their
    directed teaching requirements.
  • Additional application materials and coursework
    are required to be an Intern.

Credential Program Requirement Plans
  • Candidates should select a program plan that
    meets their credential objective.
  • Candidates are expected to take the classes in
    the order on the program plan. 
  • Once a program plan is identified, the candidate
    will be held accountable for those courses.
  • All courses on the identified program plan must
    be successfully completed for the University to
    recommend the candidate for a credential.
  • Candidates who need to change their program plan
    should meet with their Program Advisor.
  • Plans are organized according to whether the
    candidate
  • Is employed as an Intern
  • Is pursuing a Level I, Level II (or both)
    credential
  • Has an existing multiple subject, single subject,
    or education specialist credential

  • For a candidate to be eligible for an internship,
    all requirements on the Intern Readiness Form
    must be fully completed.

Level II Program Features
  • The newly revised Education Specialist Level II
    plan includes a course in bilingual/multicultural
    special education and education technologies for
    special education teachers.
  • Candidates complete a teaching portfolio
    throughout the program and submit this portfolio
    in the final course in the program, SPED 533
  • Up to 75 of coursework may be applicable to the
    MSE Concentration in Special Education.
  • All coursework may be completed online.

Level II Program Requirements
  • Candidates must be employed in full-time teaching
    position in Preliminary Education Specialist
    Credential area
  • Candidates must complete their Level II
    credential within five years of earning their
    Level I Credential
  • Candidates will select a specific area of
    emphasis
  • Examples include autism, collaboration,
    litigation
  • CTC required non-university component is embedded
    in coursework.
  • No more than 25 of coursework will be accepted
    from other universities.
  • No course substitutions are allowed for SPED 529.

International Student Visa Applicants
  • Please be advised that many time-consuming
    procedures, requirements and prerequisite
    coursework must be met by all credential
    applicants prior to beginning the actual
    credential program.
  • Applicants should study carefully our website and
    materials to understand course and test
    requirements in advance of applying for the
    program.
  • Visa requirements mandate that international
    students be full time students (enrolled in 9
    units minimum of coursework) for the duration of
    the program.
  • A California teaching credential does not grant
    work authorization in the United States.

  • Starting salaries for teachers can range up to
    50,000 and include excellent benefit and
    retirement packages! A 20-year veteran teacher

APLE Loans Who is Eligible?
  • The APLE program will assume educational loans
    that were incurred to meet the costs associated
    with obtaining a baccalaureate degree or an
    initial teaching credential through (a) one or
    more of the primary federal student loan programs
    or (b) institutional educational loans.
  • You may apply if you
  • are approved to receive or have received an
    educational loan(s).
  • not in default on any educational loans.
  • agree to teach in a CA public school in one of
    the areas listed on the upcoming slide for up to
    four consecutive years.
  • are a legal resident of CA.
  • have completed 60 semester units (90 quarter
    units).
  • are in a program leading to BA or in teacher prep
    program.

How Much Will APLE Pay?
  • Up to 19,000 in outstanding educational loan
    balances as follows
  • Up to 2,000 after first full school year of
    eligible full-time teaching
  • Up to 3,000 after second full year of eligible
    full-time teaching
  • Up to 3,000 after third full school year of
    eligible full-time teaching
  • Up to 3,000 after fourth full school year of
    eligible full-time teaching
  • APLE participants who teach in mathematics,
    science, or special education may receive both
    the basic 11,000 and up to 1,000 of additional
    loan assumption during each of four years.
  • Another 1,000 of benefits may be received in
    each of the four years by individuals teaching
    mathematics, science or special education in a
    school ranked in the lowest 20 percentile of the
    States API.
  • (If you do the math youll see that special
    educators may qualify for 19,000!)

  • To be eligible to participate in the APLE
    program, an individual is required to teach in
    any one of the following
  • A designated teacher shortage field, which
    includes any of the following
  • Mathematics
  • Science
  • English and Language Arts
  • Foreign Language

  • Schools serving a large population of students
    from low-income families,
  • Low-performing schools, defined as those in the
    bottom 50 percentile of the Academic Performance
    Index (API),
  • Schools having a high percentage of teachers
    holding emergency permits,
