  • The Highway and Maintenance Standarts Model (HDM)
    is a versatile tool for studying the economic
    viability of alternative road improvement and
    maintenance strategies.
  • HDM uses emprical relationships for estimating
    pavement performance and vehicle operating costs.
  • HDM can be used at both the network and the
    project level.
  • HDM is well suited to the study of economic
    benefits of strengthening pavement, making
    relatively minor geometric improvement and
    providing a smoother riding surface.

  • Construction, maintenance and road user costs are
    added together over time and discounted to
    present values.
  • The HDM model is used to make comparative cost
    estimates and economic evaluations of various
    policy options.
  • The user can search for the alternative with the
    lowest discounted total cost or request
    comparions in terms of rate of return, net
    present value, or first year benefit.
  • Also, user can find the set of design and
    maintenance option that would minimize total
    discounted transport costs or maximize net
    present value of an entire highway system under
    multiple year budget constraints.

Calibration of the Models
  • Certain general relationships, such as those
    regarding behavior of materials, operation of
    vehicles, and the effect of surface roughness on
    vehicle operating speeds and costs, can be
    applied in different countries of similar
    climates.
  • However, a degree of calibration will almost
    always be required for some parametres of the
    model to simulate reasonably well the conditions
    in a particular country.
