(TPP)
- Programme developed following merger of Harrow
Councils Adults and Housing Services in 2007,
which sets out the services direction of travel
over the next three years. - Unites both departments priorities by
highlighting key strategic issues, including - delivering change that will meet national and
local policy and guidance requirements, in
partnership with all stakeholders from the
statutory, independent and voluntary sectors - providing a clear focus for the departments to
work together to plan future services in a
co-ordinated and effective manner, making best
use of available capacity and resource to improve
services for the people of Harrow

staff and service users to bring about
sustainable improvement. - Will provide clarity on the core business of the
organisation, and help to reshape the workforce,
so that both are fit for purpose over the next
ten years and beyond.

investment in staff skills and development needs. - Ensuring there are sustainable and planned
improvements linking commissioning, performance
and funding to better outcomes for customers. - Improving partnership working at the planning and
delivery stages across all agencies, to secure
shared leadership and vision. - Greater involvement of service users, carers and
representative organisations including
under-represented sections of the population in
the planning of future services, in particular
the delivery of self directed care and person
centred outcomes.

Service Users with PBs - Improving assessment times targets being
achieved (1.4) - Learning Disability inspection action plan now

- Extra care housing on track to deliver 46 new
units by 2010 (2.1) - ICIS options appraisal produced Cabinet 26
March 09 (2.6) - Reduce waiting times for major adaptations
multi agency working group established to improve

- Launch of multi-agency Carers Strategy has taken
