2Main objective of the project
- To bring about sustainable improvements in the
quality of care in Older Peoples Mental Health
Services in Warrington
3Aims
- To make patient and public involvement real and
meaningful - To examine the quality of the current services
from a user and carer perspective - To identify areas for improvements and to
formulate action plans to deliver sustainable
improvements - Identify gaps between user/carer/staff
expectations or aspirations and current service
4- Contribute to a wider older peoples strategy for
Warrington and the Borough/Trust business plans - To provide personal development opportunities for
the participants of the project - To create a pool of staff within the Borough
competent in the service improvement
methodologies and change techniques - Examine the feasibility of expanding the PDU
status of Oakdene to include the whole service - To improve staff morale and boost recruitment and
retention - To introduce and support the concept of self
directed teams
5Project Plan
- Scope the overall plan to determine what should
be included in respect of in-patient, day care
and community elements of the service - Establish a partnership with NIMHE North West who
would act as partners in facilitating the process
of change - In conjunction with the Older Persons Strategic
lead, determine baseline information re best
practice, effectiveness and staffing
6- Examine the cross cutting issues with other
services - Identify a service improvement group willing to
engage with the project - Provide access and opportunities to training for
the participants to enhance participation/confiden
ce/skills - Equip the service improvement group with the
modernisation methodologies - Ensure comprehensive consultation regarding
service improvements with all stakeholders
7- Provide access/awareness raising of key National
policies which may influence the development of
services e.g. Choice Agenda, NSF etc - Create key linkages across the Borough to
influence and drive change - To develop agreed methods of evaluation/audit to
measure the implementation/impact of change
8Planned outcomes of project
- Patient, carer and community participation
increase as a result of the project - Participants reflect/ report on having a positive
experience of being fully engaged in the process,
resulting in increased ownership of the Older
Peoples Mental Health Service - That services act on what users and carers tell
us and treat them in accordance with their wishes - Care is provided in a way that we would also wish
to receive
9- Older Peoples MH service is shaped/influenced
from a service user perspective - Evidence of service improvements which are
sustainable - Individuals participating in the project report
an increase in knowledge and skills with which to
contribute to service improvement - Participants report an increased
awareness/understanding of key National policy
drivers - Partnerships are strengthened
- Agree performance and monitoring measures that
support clinical governance and can inform
Healthcare Commission reviews
10- Older persons NSF standards are achieved and
sustained - Realistic and user/carer driven elements of
choice and access are implemented - Have greater clarity about the level of service
that should be delivered by each of the component
parts i.e. in-patient, day care and community
services - Sustain and support the culture of innovation
11Action Learning Model
- A continuous process of learning, supported by
colleagues,working on real problems through
questioning and reflecting, with the intention of
finding solutions to problems and in doing so,
develops both the individuals and the
organisation

13My Experiences as a member of the Action
Learning Set by Diane Williams, Staff Nurse,
Beckett Day Unit-"Being Realistic- We are not
going to change the older peoples service
overnight, but small changes can bring rewards to
all! "
14- Current Work-
- Conference held on Mar 07th
- Over 80 attendees from throughout Warrington
- 32 community members formed sub group to assist
Peter Fletcher with the process - Several members invited to mapping event and
attended
15- Patients journey through services mapped in 4
stages - Positive mental health and community
- Primary Care
- 3.Secondary Care
- 4. Rehabilitation, continuing care and community
16- Nimhe North West co- facilitated the event
- Eight groups each identified one quick win
- Soft Targets and formidable tasks also identified
17Andrew Keefe from Nimhe North West said- The
level of community involvement in this project is
a credit to the 5 Boroughs and Nimhe are proud to
be associated with it
18- Way forward-
- Proposal to extend Oakdenes PDU status across
Warrington Older Peoples in patient services - Findings from the day are being taken forward
into the mental health section of the Older
Peoples strategy for Warrington- by Peter
Fletcher associates (commissioned by PCT and
Borough Council)
