WVSAMB History

• 2001 Legislation created the WVSAMB
• Verizon provided 15 million funding
• Governor appointed the Board in October 2001
• Project Manager hired in 2002
• Mapping contract 2003-2004
• Addressing contractor hired 2003 terminated 2005
• Project reengineered PM, counties do more work
• Legislative audit 2006 Board extended until 2009
• PM contract ends 9/2008
• Board sunsets, WVDHSEM control 2010

WV Successes

• Got initial project funding that was not state
  appropriated
• Established an independent board to manage the
  project
• Promulgated State Code and Legislative Rules
• Used a QBS-based professional services
  solicitation process to select mapping and
  addressing contractors
• Set up separate project responsibility tracks
  (administration, project management, mapping,
  addressing)
• Beg, borrowed and stole freely from our fellow
  states who had been there, done that (Maine,
  Vermont, Ohio, etal.)
• Considered addressing as a massive database
  management program, not just a GIS mapping
  project)

WV Successes

• Comprehensive base-mapping the high-resolution
  datasets at 14800 scale are now the defacto
  state standard
• SAMB became a brand (if I had a dime . . .)
• Set up a PM website, issued a series of
  documents, and put in place a centralized
  address management system
• Outside partnerships (WVDOH, USGS, USDA-NRCS,
  FEMA, Census, WVU, Marshall) 750,000
• ROI SAMS became the foundation of two other
  systems(Mine Incident Reporting and Broadband
  Coverage
• Pulled the project from the brink 2 or 3 times

WV Issues / Challenges

• More initial funding (5 million more would have
  sealed the deal)
• More time (5 years was too optimistic, it will
  take 8 to get to 90, could have used 10 years)
• More outreach to counties, local politicians, the
  legislature, and better public relations in
  general
• Initially hired more than one addressing
  contractor two or three are probably needed for
  a statewide project
• Get more state-level emergency management support
  and federal DHS support and funding
• Didnt nail down a long-term address management
  and funding strategy - yet

Recommendations

• Centralized state-level funding, such as a
  consolidated E9-1-1 wireless fee account, is
  essential
• A strong governing body that can institute
  addressing policy and enforce statutes regarding
  E9-1-1 addressing and mapping
• A robust public relations and educational
  outreach program - constantly accentuate the
  positive
• There is never enough time, money or manpower
  addressing is never really completely "finished"
• Better mechanisms to improve the working
  relationships and database synchronization
  between local PSAPs, the U.S. Postal Service, and
  the telephone companies
