• Select
• Property (CtrlI)
• Align (CtrlK)

• Draw out circle (D144), only keep circle line.
• Small circle (D134), only keep circle line.
• Fill ring with green color.

Graduation

• Select line tool, draw a straight line
  (width2.75, length140).
• Align the line with ring.
• Transform tool (CtrlT).
• Rotate 10degree.
• Copy and transform.
• Draw another circle (D120) and cut.
• Draw a small circle (D36) and aligned.

Needle

• Insert a new symbol (Graphic).
• Draw a black filled circle (D134).
• Delete out line.
• Align
• Arrow tool select ¼ and put aside.
• Save the ¼ as symbol (Graphic).
• Draw a green line (l66, w3) in needle symbol

• Open library (CtrlL).
• Drag needle and line, combine them together with
  the needle symbol.
• Change alpha of ¼ circle.
• Group them (CtrlG).

• Go back the scene.
• Create a new layer (needle).
• Lock panel layer.
• Draw needle symbol to needle layer.
• Align
• Insert key frame at 20.
• Create motion tween.
• Property-gtrotate-gtclockwise
• Switch to panel layer.
• Insert blank key frame at 20.
• Modify frame rate.
