Analyzing systems the shift from technocratic
to governance approaches

• Can technical fixes succeed if we dont address
  the governance issues that lie behind the
  dysfunction?
• Moving from what is going wrong technical
  problems lead to technical fixes
• To why is it going wrong lack of expertise? Or
  motives? Incentives? Vested interests? Did the
  country counterparts want this project and want
  it to work?

Implications for development interventions

• Ask why as well as what
• Emphasize upstream diagnostics, understanding the
  political economy of the country
• Focus on good fit not best practice
• Shift from focus on projects to focus on
  underlying systems that will sustain them
• Shift to longer-term programmatic lending -
  institution-building takes time
• Focus on information, transparency,
  accountability, public participation and public
  scrutiny in design of interventions

Growing demand for governance reviews

• Every CAS now required to assess governance and
  corruption
• Assessment of experience with Poverty Reduction
  Strategy Papers recommends an IGR early in the
  PRSP process
• WB Task Force on Low Income Countries Under
  Stress recommends IGRs in every LICUS country

Where do go from here?

• How to respond to the growing demand?
• Is the IGR what we need?
• Does the instrument need re-shaping?
• How will the results of the governance analysis
  inform Bank programs and operations? What will
  be different?
