POLICY ISSUES

• MOH has developed National Standards and
  Guidelines on different issues (all of them in
  the course of last two years).
• BUT
• The implementation of these standards is still a
  challenge

• TIGovt of Afghanistan attaches great importance
  to womens health (set rights and gender based
  policy framework for SMI)
• Five Centers of Excellence (COE) at regional
  level (in 5 major cities)
• One Comprehensive EmOC at each province
• One Basic EmOC facility at each district

• A list of essential drugs developed by assigned
  WG for every level of the BPHS
• BUT
• Many drugs are available in the markets. The
  quality of these drugs cannot be guaranteed and
  their import should be stopped somehow (an
  effective mechanism for that is necessary)

• A policy statement on whether TBA training and
  resupply should be stopped is under HOT
  discussion and will soon be endorsed and issued
• Training programs for SBAs are designed
  (Midwifery CMW Curricula).

HMIS

• An HMIS taskforce has already created a very new
  system and has fundamentally changed the previous
  HIS.
• Why HIS changed to HMIS
• Many forms are developed and they are now
  implemented throughout the country
• Hopefully, a very new ME system will be in place

Our Needs/Recommendations

• NEEDS ARE HUGE
• We need to strengthen reporting, communication
  and referral system
• Capacity building (refresher, on job, CBT) is
  needed to all staff who are to be trained as SBAs
  and it needs strong commitment from the
  international society
• Afghanistan needs Fund and consistent commitment
  from the international society
