Origins
  • Move to upgrade teaching to a Masters level
    profession
  • Comparable to pre-clinical/clinical model used in
    high-status professions such as medicine (or
    law)
  • First appeared as a government commitment in the
    March 2008 DCSF document Being the Best

  • Task of developing MTL allocated to TDA (John
    Carr)
  • Across 9 GORs 8 by competitive tender

Characteristics
  • Partnership consortia in each GOR, contract
    allocations in June 2009
  • Consortia HEIs schools LAs subject
    associations etc.
  • Completely new qualification
  • Entitlement for NQTs and newly appointed HODs
  • Initially National Challenge and Schools in
    Challenging Circumstances in 2010 (except
    Pathfinder in NW) but intention is to roll out to
    all schools nationally
  • HEI Input and validation
  • Supported by 3-way relationship, participant HEI
    tutor school-based coach, individually
    negotiated programme of study
  • Majority of funding goes to participating
    schools.
  • 30 free school dinners in a school with
    leadership rated
  • by Ofsted as being good or outstanding.

Structure of MTL
  • 8 Modules and can import up to 30 credit points
    at M level from PGCE to cover module 1 (Masters
    level credit points in brackets)

  • Module 7 Professional Practice Enquiry 1 (30)
  • Module 8 Professional Practice Enquiry 2 (30).

Yorkshire The Humber MTL Consortium
  • 9 HEIs (Leeds, Leeds Trinity, Leeds Met, York,
    York St. John, Hull, Huddersfield, Sheffield,
    Sheffield Hallam universities) 30 Schools all
    of the LAs in the region subject associations
    etc. (e.g. Training Schools, Dyslexia Society
    etc.)
  • First intake April 2010
  • National qualification so changing schools may
    not be too problematic
  • To be determined...
  • - coach training
  • - operational model for school, NQTs/RQTs and
    HEIs across the region.
  • - arrangements for participants who do not pass
    their induction year.

Indications of interest nationally (TDA figures)
  • By 4 September, 6,496 people had signed up for
    information, including 176 head teachers
  • Between January and August, there were over
    23,000 hits on the MTL website, with the QAs
    downloaded over 1,100 times
  • 1,592 eligible NQTs are planning to teach in the
    north west, with a further 283 planning to teach
    in a school in challenging circumstances.
