- National Civil Aviation Security Program (NCASP)
- 1st version of NCASP was approved and published
by Executive Yuan on Sep. 2, 2004. - For complying with 8th version of the Annex 17,
the 2nd version of NCASP was approved and
published by Executive Yuan on Mar. 19, 2007. - Airport Security Program
- All airport security programs, including 2
international and 16 domestic airports, were
approved by CAA.

- Aircraft Operator Security Program
- All national carriers security programs,
including commercial air transport operators and
the general aviation operators, were approved by
CAA. - All security programs of foreign carriers which
operate flight in Chinese Taipei were accepted by
CAA.

- Articles which address security organization
responsibilities and enforcement power have been
amended into Civil Aviation Act and passed the
legislation procedure by Legislative Yuan at Jun.
15 2007. - New Civil Aviation Security Regulation governing
all security measures and procedures will be
promulgated by CAA.

- National Civil Aviation Security Training Program
was approved and published on Oct. 5, 2004. - 14 security training courses have been held and
over 500 trainees have been certified by CAA to
improve training quality and harmonize training
practice.

- Quality Control Program
- National civil aviation security quality control
program regulating audit, inspection and test was
approved and published by MOTC on Dec. 14, 2004. - Auditor Manual
- CAA has developed its civil aviation security
quality control program and the auditor manual
that can assist the auditors to conduct
comprehensive audit of civil aviation security
system.

- Auditor Training
- 5 auditor training courses have been held and
132 qualified auditors have completed the
training course. - Formal Audit
- Formal audits, inspections, tests and survey
for airlines and airports have been implemented
by CAA since Jan. 2005.

- Maintain close relationships with several
neighboring countries. - Participate activities of international and
regional organization e.g. APEC.

- Hold Baggage Screening
- A new plan for 100 screen hold-baggage by
EDS at international airports is under going.

- New Security Measures for LAGs
- The new aviation security control measures
regarding liquids, gels and aerosols that
passengers can carry into the cabin have been
implemented by Chinese Taipei on Mar 1, 2007.

- Air Cargo Security
- Air-Cargo Pallet Inspect System has been used to
screen general cargo since May 2004. - Aviation Police Office is developing and
implementing regulated agent regime.

- Air Marshall
- Air Marshall Training Program and Air Marshall
Recruiting Plan has been established. - The recruitment of the Air Marshall is finished
in Apr. 2007. - The training will be finished by Oct. 2007.
- Air Marshall will start to be dispatched on board
by Nov. 2007.

- To utilize latest technology to counter security
threats e.g. access control, screening, and
passenger identity verification. - To enhance security training.
- To educate and promote passengers security
awareness. - To cooperate with APEC members and other states
in information sharing, security training and
inspection.
