1Cambridge Conference 2003
Strategy and System of Quality Control of the
Official Geographic Data produced by Private
Companies in Croatia - short summary -
Nevio Rozic CROATIAN GEODETIC INSTITUTE, Zagreb,
Croatia
July 20-25 2003, Cambridge, United Kingdom
2- INTRODUCTION
- - Production of the National Official Geodata
Mapping Products (extreme alternatives) - - National wide mapping and geodata production
(mapping products) like strict obligation - of the responsible govermental administration
body, organizations or institutions - financed completely by the government (state
budget) with geodata kept as a state secret - (restricted usage)
- - National wide mapping and geodata production
left completely to the market and - private enterprises where
government is just one of customers on the market
in - accordance to the present
and/or future needs. - The State Geodetic Administration (SGA) of the
Republic of Croatia (responsible national - mapping organization) strategic guidelines and
decisions - - SGA will not build up its own production
facilities for any kind of practical work - or geodata production including
national wide mapping - - SGA will completely outsource production of
the national official geodata - (mapping products) to private
sector (licensed private companies)

4- FUNCTIONS AND RESPONSABILITIES
- State Geodetic Administration SGA
- - Definition of national official geodata
products (for example topographic data, - topographic maps, orthophoto maps, etc.),
product specifications, standards, - norms, etc.
- - Production planning (several years and year
programs) - quantity and dynamics - in accordance to state and user needs
- - Providing the funds for production (state
budget, counties, cities, national public - systems, etc.)
- - Product distribution to the users pricing
policy - - Products maintanance, etc.
- Licensed private companies (for performing the
state survey and real estate works) - - Production, following recent technology
changes and transition from analog to - digital tehnology
- - Quality of products (in accordance with
product specifications) - Croatian Geodetic Institute CGI

5- CGI - QUALITY CONTROL SYSTEM
- Basis of the CGI QC System Set of
documentation, specifications, guidelines,
procedures, - control methods, checklists (including
HW/SW/equipment infrastructure) defined by - - General quality guidelines
- - Producers (private companies) quality plan
requirements - - Product specifications
- - Control method descriptions
- - Specifications of sampling and tolerances for
rejection and re-work of products - developed and implemented in three hierarchical
levels - - I Level - base documents describing overall
principles of quality control work - - II Level - base documents defining the
products and subproducts to be controled - - Topographic digital (vector) data - TD
- - Topographic map (scale 125000) - TK25
- - Orthophoto maps (scale 15000) - DOF5
- - Aerial photo and ground control,
aerotriangulation, scanned - photo, digital terrain model - DTM
- - III Level - Procedures and checklists for
undertaking all control work - - Two important principles

6- CRONO GIP - Croatian-Norwegian GeoInformational
Project - Support and assistance of the Kingdom of Norway
(Ministry of Foreign Affairs, Norwegian - Mapping Authority Statens Kartverk) to the
Republic of Croatia (SGA CGI) - I phase (June 24 2002 June 24 2003)
- - Establishment of the capacity within SGA to
scan and vectorise existing paper - maps (cadastral maps, Croatian basic maps in
scale 15000, etc.) - - Development and implementation of a database
within SGA for storage and use - of data resulting from the on-going production
of new topographic maps in the - scale 125000
- - Establishment of a capacity within CGI to
control the quality of topographic data - produced for the Croatian Government by
private companies. - II phase (June 25 2003 - running)
- - Production of digital cadastral maps within
SGA to enhance the capacity - developed by CRONO GIP I phase
- - Scanning and vectorisation of existing
topographic maps in the scale 15000 - within SGA

7- CONCLUSION
- Public-private cooperation model ("Croatian
model") is operative but still under further - development
- CGI QC System is operative but still under
further development - Public-private cooperation model gives very good
and promising results in accordance with - Croatian subjective and objective conditions
- Public-private cooperation model is example how
each country can build their own specific - solutions in respect to the national official
geodata production mapping products
