  • HASPS Standard 10
  • The employer has assessed the risks to any
    learner/young person taking account of his/her
    age (inexperience, immaturity etc.) and any other
    special needs or circumstances including any
    disability and/or medical/health condition.
  • Put in place control measures for learners/young
    persons as a result of 10a. and informed the
    learner and his/her supervisor.
  • The employer has identified any necessary
    prohibitions and restrictions that apply to any
    learner/young persons part of 10a and 10b.

  • HASPS Standard 10 (cont)
  • Provision of competent supervision for any
    learner/young person and a designated person to
    take overall responsibility for them.
  • Provision of induction and ongoing information,
    instruction and training reflecting the result of
    the risk assessment environment, tasks and the
    age, experience and any special needs.
  • Provision of personal protective equipment and
    clothing to the learner and ensures it is used.

  • Health and Safety Executive definitions
    (Management of Health and Safety at Work
    Regulations 1999)
  • A person shall be regarded as competent where
    they have sufficient training and experience or
    knowledge and other qualities to enable them to
    assist in undertaking the measures necessary to
    comply with h s legislation
  • Competence is the ability to do the work
    required to the necessary standard
  • Employers should review employees
    capabilities to carry out their work if
    additional training, including refresher
    training, is needed, it should be provided

(Competence)
  • Funded organisation has responsibility to assess
    / judge competence of its employees (as required
    by h s legislation)
  • Key legislation HSW Act 1974 and the Management
    of Health and Safety at Work Regulations 1999
  • Guidance on MHSWR, Regulation 13 highlights the
    ENTO Stand Alone Units as a useful benchmark /
    point of reference (para 82).
  • LSC statement on competence complements these
    requirements.
