OVERALL OBJECTIVE

• Transformation of Beli Lom River in attractive
  place for recreation, entertainment, social
  contacts and sport of the citizens and the guests
  of Razgrad and provision of new opportunities for
  exercising economic activities by applying the
  mechanisms of PPP
• through reconstruction of the river-bed, and
  through public works and aesthetization of the
  territory along the river

AREAS OF INTERVENTION

• Town of Razgrad
• Beli Lom River and its adjoining territory in the
  section from the Eastern Youth Park to the bridge
  facility near Mesokombinat Razgrad JSC
• (approximate length of 4.7 km)

PROJECT ACTIVITIES (1)

• Cutting of self-grown vegetation
• Reconstruction of the river-bed and the
  adjoining technical infrastructure (4,7 km)
• Establishment of attractive water elements
• Establishment of cycling and pedestrian alley
  (154.1 decares)
• Public works and planting of the zone
• Construction of 3 new bridge facilities over
  Beli Lom River

PROJECT ACTIVITIES (2)

• Enlargement of the central municipal
  market-place (2 000 m2)
• Opening of 191 new parking places
• Establishment of attractive zone for recreation
  and tourism - Aqua park (216 decares)
• Establishment of conditions for incorporation of
  the service rent-a-bike and construction of
  parking facilities for bicycles
• Establishment of a system for control and
  protection of the public order.

BENEFICIARIES

• Citizens and visitors of Razgrad (in particular
  the people living in the area along the river)
• The employees in institutions, offices and
  organizations, functioning at the zone for
  intervention and their clients
• Pedestrians and bikers, moving through the new
  established zone
• The local business and its partners/customers of
  goods and services.

PROJECT CHARACTERISTICS

• Implementation period 36 months
• Project implementation starting date - January
  2009
• The specification of the project activities
  imposed the need of consultations, technical
  expertises, preliminary project studies, analyses
  (for feasibility, risks, costs-benefits),
  assessment of the influence on the environment,
  public discussions, selection of relevant scheme
  for financing, assignment and execution of
  investment design works, preparation of the
  project proposal in accordance to the
  requirements of the selected financial instrument
  etc.
• The supposed implementation period of the
  mentioned activities is 15 months until the end
  of 2008.
• Budget The budget of the project will be
  elaborated after holding of concordance
  procedures and technical expert consultations by
  the responsible institutions and departments.

EXPECTED RESULTS

• Stimulating the establishment and development of
  public-private partnerships for optimal use of
  the adjoining territory of the river
• Providing new opportunities for exercising of
  economic activities within the zone determined
  for intervention
• Enhancement of the attractiveness of the river
  and aesthetization of its riverside
• Improvement of the conditions for social
  contacts, recreation and sport of the citizens
  and the guests of the town
• Improvement of the microclimate in the adjoining
  territories of the river.
