Post/World News, A25, 9/8/02)
5Energy Use USA vs. World
- USA imported about 62 of petroleum demand in
1999. - Nearly 16 natural gas is imported.
- These two are the biggest energy sources of the
domestic energy supply structure.

8E.O. 13134, August 1999
- Developing and Promoting Biobased Products and
Bioenergy - Stimulate the creation and early adoption of
technologies needed to make biobased products and
bioenergy cost-competitive in large national and
international markets - Goal of tripling U.S. use of biobased products
and bio-energy by 2010
9Biomass Research Development Act of 2000
- Directs the Secretaries of Agriculture and Energy
to cooperate and coordinate the research and
development efforts across all the federal
agencies involved in conversion of biomass into
biobased industrial products. - Established Biomass RD Board and Technical
Advisory Committee. - Authorizes funding for Biomass RD Initiative.
- Promotes the use of Biobased Products and
Bioenergy.

14National Energy Policy, May 2001
- To increase energy supplies by using a more
diverse mix of domestic resources and reduce the
dependence on imported oil. - Modernizing energy conservation
- Modernizing energy infrastructure
- Increasing energy supplies and U.S. energy
security
15Farm Bill 2002
- TITLE IX. Energy
- Federal Procurement of biobased products
- Biorefinery development grants
- Biodiesel fuel education programs
- Energy audit and renewable energy development
program - Renewable energy systems and energy efficiency
improvements - Hydrogen and fuel cell technologies
- Biomass research and development
- Cooperative research and extension projects
- Continuation of bioenergy program
16Farm Bill 2002
- Provides 75 million over five years for
reauthorization of the Biomass Research and
Development Act 2000. This funding will allow the
program to continue.
17Farm Bill 2002
- Establishes a new program to encourage federal
agencies to use biobased products whenever
possible similar to what the federal government
has done to encourage recycling. - Establishes a voluntary labeling program for
biobased products that authorizes producers of
biobased products to use the label U.S.D.A.
Certified Biobased Product. The bill authorizes
6 million over six years for product testing to
carry out this program.
18Sun Grant Initiative
- Enhance national security through development,
distribution and implementation of biobased
energy technologies - Promote diversification and environmental
sustainability of Americas agriculture through
land-grant based research, extension, and
education programs in renewable energy and
biobased products - Promote opportunities for biobased economic
diversification in rural communities
