Long Term Care Facilities shall have a complete
fire alarm system installed in accordance with
NFPA 101, Chapter 18.3.4, 2000 edition.
Facilities licensed prior to August 28, 2007 that
do not meet this standard shall have until
December 31, 2008 to comply.

Fire Alarm System Installation
  • The system shall be installed and maintained per
    NFPA 72
  • Plans must be submitted to DHSS for review and
    approval
  • Shall be designed by qualified personnel
  • Installed by qualified personnel or installation
    supervised by qualified personnel.. go to

Fire alarm system at a minimum shall include
  • Interconnected smoke detectors
  • Automatic transmission to the fire department,
    dispatching agency or central monitoring company
  • Manual pull stations at each required exit and
    attendants station
  • Heat detectors
  • Audible visual alarm indicators

  • Monitored battery backup control panel
  • All components shall be listed by UL or FM for
    use in commercial fire alarm systems

  • Previous/existing Rules for smoke detectors till
    2013
  • Smoke detectors interconnected to the complete
    fire alarm system shall be located no more than
    thirty feet (30') apart in the corridors or
    passageways with no point in the corridor or
    passageway more than fifteen feet (15') from a
    detector and no point in the building more than
    thirty feet (30) from a detector. In facilities
    licensed prior to November 13, 1980, smoke
    detectors located every fifty feet (50') will be
    acceptable. I/II Issue Replacement detectors
    with same type to ensure compliance with 50
    distance.

Temporary grandfathering for Facilities without
an approved sprinkler system 2007 had a fire
alarm system
  • shall have one (1) or more individual home-type
    smoke detectors per resident-use room. The
    individual home-type smoke detectors shall be
    UL-approved battery-powered detectors that sense
    smoke and automatically sound an alarm which can
    be heard throughout the facility. I/II Issue
    Heard throughout the facility. Intent is that the
    alarm can be heard at no less than seventy (70)
    decibels (dBA) at pillow level in the room the
    smoke detector is installed to comply with 1999
    edition of NFPA 72.

No Grandfathering for Heat Detection 2007 had a
fire alarm system
  • Heat detectors, interconnected to the fire alarm
    system, shall be installed in areas where
    environmental influences may cause nuisance
    alarms, unless the area is protected by an
    approved sprinkler system. Such areas include,
    but are not limited to kitchens, laundries,
    bathrooms, mechanical air handling rooms, and
    attic spaces. Bathrooms not exceeding fifty-five
    (55) square feet are exempt from having a heat
    detector if the wall and ceilings are surfaced
    with limited-combustible or non-combustible
    material

Facility procedures
  • All facilities shall test and maintain the
    complete fire alarm system in accordance with
    NFPA 72, 1999 edition. I/II
  • Facilities shall test by activating the complete
    fire alarm system at least once a month. I/II

Documentation
  • Facilities shall maintain a record of the
    complete fire alarm tests, inspections and
    certifications. III

ALARM SYSTEM TESTING
  • Be tested annually by qualified personnel
  • All facilities shall have inspections and written
    certifications of the complete fire alarm system
    completed by an approved qualified service
    representative in accordance with NFPA 72,
    1999 edition, at least annually. I/II

Monthly testing shall
  • Include a visual check of all initiating and
    warning devices and the alarm control panel
  • Control panel shall be inspected to ensure
    indicating lights are in the correct position and
    the proper color
  • The panel has not been silenced
  • No supervisory audio signal present

If fire alarm system malfunctions
  • If the fire alarm is in alarm or trouble mode and
    is unable to be reset for 4 hours or more - a
    fire watch must be initiated and DHSS and the
    local Fire Department shall be contacted
  • If system does not reset, contact the monitoring
    and fire alarm companies

Smoke Compartments Amended rules
  • Every floor shall be divided into not less than
    two smoke compartments with each compartment not
    exceeding 150 feet in length.
  • Each smoke section shall be separated by one-hour
    fire rated walls that are continuous from outside
    wall-to-outside wall and from floor-to-floor or
    floor-to-roof deck.
  • Exception Facilities with floor dimensions that
    do not exceed 75 feet in length or width

Smoke Compartments Amended rules
  • Partial grandfathering
  • All facilities licensed prior to 12-31-87 and 20
    or fewer beds prior to 08-28-07
  • Permits termination at underside of a monolithic
    or suspended ceiling that is a continuous
    membrane with smoketight joints.
  • Doors shall be at least 1-3/4 solid doors or
    equivalent.
  • No above plenum use.

Carbon Monoxide Alarms
  • Not required but highly recommended
  • Colorless, odorless gas- higher health risk to
    elderly and infants
  • Can be a stand alone device
  • One detector per wing or smoke compartment in the
    hallway
  • Can be battery operated
  • Replacement every five years

Full Coverage Smoke Detection System
  • Not required but highly recommended
  • Interconnected smoke detectors in combination
    with sprinkler heads in all habitable spaces
  • No point on any ceiling space greater than 21
    feet from a smoke detector
