Workforce Development System Definition

Division Status
  • The Workforce and Talent Division is still in the
    formative stages of development
  • Formally established in November 2007
  • Alignment project announced in April 2008
  • New programs, new responsibilities, new staff,
    new charge
  • Staff transition effective September 2, 2008
  • Total responsibility for program funds 2009-2010

Division Mission
  • The Division works to leverage the Departments
    interaction with a broad range of businesses to
    identify and understand their workforce needs and
    provide direct resources to meet Ohios
    business-driven workforce demands

Case for Change
  • Ohios workforce development system was
    fragmented, i.e., spread across multiple state
    agencies, each managing multiple programs
  • Efforts to provide effective and efficient
    services to employers were hampered by the design
  • The system requires realignment for program and
    operational efficiencies to be achieved
  • The ongoing alignment enables each of the
    affected state agencies, i.e., Development, Job
    and Family Services and Regents, to enhance the
    services that they provide to their core customers

The ongoing alignment entails transitioning
authority and responsibility for the following
programs, funding streams and select staff from
ODJFS to ODOD
  • WIA discretionary funds
  • WIA layoff aversion and incumbent worker funds
  • WIA strategic policy (i.e., three state employees
    responsible for coordinating workforce policy and
    required supportive funds)
  • One-Stop business services support (i.e., one
    state employee responsible for coordinating
    business-driven services among local Workforce
    Investment Boards)
  • Wagner-Peyser business services (i.e., approx.
    twenty-five state employees who deliver services
    to businesses in local One-Stops)

Governors Workforce Policy Advisory Board
Program Description
  • Business-led Board, established by the federal
    Workforce Investment Act, reviews the states
    workforce needs and connects Ohios workforce
    development activities with economic development,
    education and training initiatives
  • Board and staff funded through MOU with ODJFS for
    1M
  • Development recently acquired Policy staff from
    ODJFS
  • Intended to better align the states workforce
    initiatives with the federal Workforce Investment
    Act and support a uniform workforce development
    system in Ohio

Ohio Labor Management Cooperation ProgramProgram
Description
  • Eight OLMCP sites across the state
  • Intended to enhance relationships between labor
    and management through work-site training
    programs, regular meetings, seminars and
    conferences

Targeted Industry Training Grants Program
Performance
  • Funding currently controlled and allocated by
    Board of Regents
  • Funds to transfer to Development in 2010
  • FY2010 FY2011 Budget 4 million
  • Method of distributing funds to change
  • Currently, equal amounts distributed to every
    2-year college, technical school and branch
    campus
  • Performance-based distribution will provide
    incentive for participants to focus on the
    workforce development needs of businesses

Rapid Response Layoff AversionTurn Around Ohio
GrantsProgram Description Performance
  • New initiative under Rapid Response
  • FY2010 Budget 5.5 million
  • Funded with US Dept. of Labor money via MOU with
    ODJFS
  • Intended to offer layoff aversion services to
    companies allowing them to remain viable in an
    quickly changing economy
  • Expected to serve between 15 to 20 at risk
    companies

Third Frontier Internship Program Program
Description Performance
  • FY08 FY09 Budget 3 million
  • Funding currently allocated from Third Frontier
    Commission
  • Funding covers ½ of the interns wages, up to
    3000 per intern
  • Intended to be a mutually beneficial arrangement
    between Ohios high tech businesses and
    college-level student interns, improving
    retention among college students, as well as
    providing businesses with a closer connection to
    Ohios institutions of higher education
  • Since March 2008, more than 800 interns have been
    placed with the 289 participating businesses
  • Interns represent 94 schools, including 29
    out-of-state schools

Ohio Means Home
  • Ohio Means Home is a new integrated marketing and
    communications campaign targeting former Ohio
    residents and graduates currently living
    elsewhere. Through the Ohio Means Home campaign,
    the State will encourage relocation to Ohio.
  • The Ohio Means Home website will serve as the
    centerpiece for the campaign and will include
    relevant information for former Ohioans
    interested in Coming Home to Ohio.

Ohio Young Talent Network
  • Department will organize a statewide Young Talent
    Advisory Board, including, among others,
    representatives from local young professional
    organizations throughout our state.
  • The purpose of this Advisory Board will be to
    inform public policy decisions related to
    workforce development and to assist in the
    planning and implementation of talent attraction
    and retention programs targeting young or early
    career professionals.

Ohio Center for Workforce Excellence
  • The Ohio Center for Workforce Excellence will
    serve both as a laboratory and a knowledge
    repository for identifying, promoting, and
    teaching best practices in workforce development.
  • The Center will drive workforce development
    innovations with research and development in
    support of long-term economic policies. A task
    force of the Governors Workforce Policy Advisory
    Board will be charged with leading the creation
    of this center, including issuing proposals on
    the scope, implementation, and funding.

Ohio ASAP
(Available Skills Alert Posting)
  • Working with the Ohio Department of Job and
    Family Services, ODOD will initiate Ohio ASAP.
    This program will connect businesses seeking
    skilled workers with available talented people
    across Ohio who have been displaced or are at
    risk of displacement or unemployment due to
    business closure, downsizing, or consolidation.
  • Ohio ASAP will assist workers with the changes
    that shifting markets, innovation, and
    consolidation can bring to industry and assist
    companies in need of a skilled workforce.
  • Part skills bank, part employment assistance
    program, Ohio ASAP will keep our states skilled
    workforce employed and productive, stemming the
    loss of Ohios skilled workers to surrounding
    states.

Expanded Cooperative Education
and Internships
  • The University System of Ohio, in partnership
    with our Department and Ohios vibrant private
    colleges will work together to build connections
    between businesses and students of all ages to
    allow students to gain meaningful work
    experience.
  • Students successfully completing a co-op or
    internship are more likely to choose to settle in
    Ohio and become part of Ohios success in the
    21st century. A total of 250 million has been
    designated in the jobs stimulus plan for this
    important initiative.

  • Website will replace SCOTI for employment
    services (not case management)
  • Currently compiles electronic job opportunities
    from all of the major commercial job boards,
    niche industries, national and Ohio fortune 100
    companies, and state of Ohio jobs all into one
    convenient location to help you find the right
    job in less time
  • Website will offer Ohio businesses access to
    resumes posted on Monster.com

Ohio Skills Bank
  • Managed by the Ohio Board of Regents
  • The Ohio Skills Bank (OSB) is an initiative to
    invest in regional strategies that integrate
    workforce and economic development activities.
    The OSB is designed to support regional
    partnerships in analyzing critical occupation and
    skill shortages of key industries within regional
    labor markets and devising solutions to address
    these shortages, primarily through workforce
    education, training, and industry-recognized,
    portable credentialing.
  • The long-term goal of the OSB is to transform the
    core business practices of state and local
    workforce and economic development systems by
    impacting how resources are spent and how
    stakeholders are interacting.
  • As part of the OSB initiative, the state will
    provide 1) funding for research, planning, and
    initiative implementation 2) data and
    information and 3) training and technical
    assistance.
