4Implementation Context
- CRSSP Policy Implementation Action 8
- "strategy will consider
- Civil requirements for imagery and geospatial
information effectively provided by commercial
remote sensing space capabilities - Allocation of resources to meet civil
requirements - Mechanisms for interagency coordination,
including with NGA - Feasibility of designating a single agency as a
civil procurement agent
5 Implementation Strategy
- Nov. 03 civil agencies reviewed and revised
interagency draft implementation plan - Dec. 03 USGS, NASA, and NOAA Executives gave the
OK to begin policy implementation - Plan calls for a shared-execution governance
model - Establishes a lead civil agency (USGS)
- Establishes interagency groups to govern
implementation at policy (SSC) and operational
levels (IWG) - Establishes coordinated civil requirements and
procurement process - Leverages several civil agencies to share
execution responsibilities (USGS, NOAA, USDA, and
also FGDC) - Leverages existing civil and NGA infrastructure
- Implementation Working Group (IWG) kickoff Jan.

6 First Senior Steering Committee Meeting
- April 04
- SSC members (15 agencies), Industry Executives
and Executive Office of the President - Advance implementation by bringing all interested
parties together - Gil Klinger, Director of Space Policy, National
Security Council, provided opening comments - Implementation Working Group Report-Out
7 Interagency Working Group Tasks
- Supported by small interagency teams
- Short-term Requirements, USGS (current Priority)
- Long-term Requirements, NOAA
- Budget Process, USGS
- Procurement, USGS
- Infrastructure, USGS
8 Short-Term Requirements Schedule and Status
- Collected 04/05 funded and unfunded
requirements and returned to agencies for
validation - 17 civil agencies have submitted requirements
- Interim Report to be delivered to SSC on April
