The definition essence of EEL

• Energy-Efficiency Label refers to
• the label that provide the information on
  Energy-efficiency level of Energy-consuming
  products.
• It is under the category of product conformity
  mark.

Administration System

• NDRC, AQSIQ and CNCA are responsible for
  developing and organizing implementation of the
  Energy-Efficiency Labeling System.
• local Energy-Conservation administration local
  quality inspection bureaus, are responsible for
  supervision over implementation of the
  Energy-Efficiency Labeling within their
  respective jurisdiction.

Obligations of Manufacturer/Importers

• 6 obligations regulated

Requirements of Implementation EEL system

  the products instruction book.

Implementation model of EEL

• Manufacture/Importer Self-Declaration
  Registration Market Supervision
• Enterprise self test product energy-efficiency(or
  at a third party lab)
• Enterprise self attach labels on product
  (enterprises are responsible for the accuracy of
  the label)
• Enterprises register at the authorized agency
  (CNIS)

Use of China Energy Label

• The manufacture or importer shall have their
  energy efficiency labels printed and used
• according to the national unified rules for
  label styles,Specifications and entries.
• The energy efficiency labels used on the
  packaging, instruction book and advertisement of
  the product
• can be enlarged or reduced proportionally
• but must be clear and legible at all times.
• .

Register of China Energy Label

• The manufacturer or the importer shall have the
  product registered and submit related documents
  to the authorized agency within 30 days after the
  product has been labeled.
• Registering documentation shall be reliable,
  accurate and complete.
• No fee was requested for labels register.

Supervision of EEL system

• The manufacturer or the importer shall be
  responsible for correctness of the
  information associated with the label.
• No falsification or counterfeit of the label
  is permitted
• Distributors shall not sell unlabeled products
  subject to the label.
• No falsification or counterfeit of the label
  is permitted.

Supervision of EEL system(continue)

  NDRC conduct inspection of the products on the

• Manufacturers, distributors and importers of the

Penalties of EEL system

• Penalties will be imposed on non-compliance of
  the label regulations.
• Failed to apply the label on the product subject
  to the labeling
• Failure of having a labeled product registered or
• failure of having the registration renewed
  for the product liable to do so
• Failure of conforming to the label pattern or
  specifications
• Failure of conforming to the label information
