2COE eligibility
- A student must have sat for and generated a score
on the WASL once and not met standard in order to
be eligible to access the COE. - Another gateway to the COE is as an out of state
or out of country transfer student who has filled
out a waiver form and submitted it to OSPI
requesting direct access to the CAA Options.
3No Banking of COE scores
- We will not bank COE scores.
- If a student is not eligible we will not score
the collection. - Districts will be given a grace period to
identify any data flaws and make
corrections(after submission and before scoring).
4COE Registration made simple
- This year the submission of a collection is the
registration. - There is no other registration process
5COE Submission Dates
- February 6, 2009
- For 12th graders only
- For any students eligible to submit augmented
collections - June 5, 2009
- For any students
6Steps leading to submission
- Identify all eligible 12th and those submitting
augmented COEs for February 2008 - Identify all other eligible students to submit in
June 2008 - Develop a class or set of guidelines with
educators and students to work on COEs
7Preparation for COE development
- Send one educator per content area to the COE
fall workshops for training and/or to your
regional - ESD COE trainings
- Set a calendar of deadlines and expectations
- Commit to submitting the collections
8COE binders
- Districts receive 300 for each sufficient
collection - District will purchase binders for the schools
- All binder inserts can be downloaded at
www.coe.k12.wa.us - ESD 113 has binders for sale. Contact

12Submission
- Collections need to be postmarked by the
submission date-Feb 6 or June 5 - We need time to process this new registration
method early shipments are helpful - Late COEs do not receive the 300 stipend
13Intake
- As soon as ESD 113 receives COEs
- The student data is matched with OSPI data
- All ineligible students are identified
- COE is given a barcode
- Organized by content
- Ready for Sufficiency check

14Sufficiency
- Hire staff of 20 mostly educators
- Yes/No process-required elements are included or
not - Verify demographic information, all required
signatures, number of work samples, strands and
targets on WSDF, two-on demand - All information transferred from the collection
to an electronic form for scoring - Second review on every collection for accuracy

15Scanning
- COEs are scanned at the end of scoring
- to eliminate any error in the sequential order
of the collection. - Please have COEs on
- 81/2 x 11 white paper
- No torn, half or over sized sheets
- No staples. No binder clips. No tabs.
- Double sided work is okay
- If writing is light, try to copy it, if you
cannot read it we will not be able to either.

18Preparing for E-file
- COE is piloting e-file submissions for the
February scoring cycle, allowing students and
staff to transmit work samples and authentication
through the internet. A small number of selected
schools are participating in this pilot. - Participation requires enrollment in WSIPC and a
working knowledge of those students eligible for
COE participation. - School districts / schools interested in
participating in the second phase of this pilot
for the June submission should contact Dan

information
