Philosophy

• Water Rights should have a clear record of what
  use is allowed and has been occurring.
• Water right records should allow us to easily
  account for existing and forecast future
  depletions.
• The water right record should facilitate the
  rapid evaluation of existing use when considering
  new proposals.

• Reduce Potential For Errors
• Remove redundant entries
• Eliminate multiple methods of entry (referencing)

• Link together uses that are shared so they get
  evaluated correctly

• Converted groups to new data format (single group
  record)
• Noted inconsistencies
• Developed new entry and display routines
• Changed the segregation process to use existing
  groups rather than collapse them
• Modified municipality - standardize naming
