IEEE Council on EDA
  • The idea of the IEEE Council for Electronic
    Design Automation has been endorsed by the IEEE
    Technical Activities Board .
  • At its June 16th meeting the MTT-1 Technical
    Committee for CAD confirmed its interest in EDA
    Council and did welcome the MTT AdCom decision to
    designate funds for MTT participation in the
    Council.
  • As EDA application and  importance grows, we see
    the great advantage in coordinating Societies'
    activities.

IEEE Systems Council
  • FIELD OF INTEREST
  • This Council integrates IEEE activities regarding
    aspects of multiple disciplines and specialty
    areas associated with the engineering of systems.
    This Council covers, but is not limited to the
    following
  • Systems engineering, education, standards,
    processes and methodologies
  • Modeling, simulation and integration related to
    design, testing, production and support
  • Design aspects for robust design, human factors,
    safety, security and usability
  • Transition of products from design to production,
    deployment and use
  • Quality control and system management
  • Program/product/project management interactions

IEEE Systems Council
  • Roger Kaul has volunteered to be the MTT
    Point-of-Contact to the Systems Council until
    another volunteer can be found
  • His recommendation follows
  • MTT will join the IEEE Systems Council for a
    period of 3 years. 
  • During this period MTT will assess its
    involvement in the Council. 
  • At the end of 3 years MTT will again decide
    whether to remain a member of the Systems
    Council.  
  • The financial cost to MTT is 5,000 per year plus
    travel expenses for MTT representative(s) to
    attend 2 planning meetings per year.

MTT-17 Resolutions
  • Prepared by Murat Eron, MTT-17 HF/VHF/UHF Chair
  • REPRESENTATION OF ALL TECHNICAL DISCIPLINES IN
    THE TPCAll technical disciplines represented
    within the TCC subcommittees shall be represented
    within the TPC subcommittees and included in the
    IMS call for papers.
  • The TCC subcommittees represent the technical
    disciplines within IMS. If a given technical
    discipline does not have a TPC subcommittee and
    is not included in the call for papers, it has no
    chance to solicit papers and no interest in the
    subject area will be demonstrated. Those
    interested in that subject area will pack-up and
    go elsewhere.This resolution does not guarantee
    that there will be a session for a given TPC
    subcommittee or technical discipline. If the
    number of good papers in a given area (given SC)
    is insufficient for a session, the SC may send
    accepted papers to the interactive forum.
    Alternately, the TPC may opt to merge more than
    one related discipline (SC) into a single
    session.

MTT-17 Resolutions

  • 2. ATTENDANCE AT SESSIONSThe TPC shall maintain
    records of attendance at IMS sessions and shall
    use attendance as a factor in deciding which
    sessions shall be included in the IMS. The
    statistics shall be provided to TPC and TCC
    subcommittee chairman after the conclusion of
    each IMS.
  • Attendance is the true measure of the interest of
    our membership in a given subject area. It
    should therefore be a factor in determining
    whether the IMS should include a session in a
    given subject area. Attendance data are also
    necessary to allocate room size and other related
    resources.

MTT-17 Resolutions

  • ALTERNATE CHOICES FOR SUBMITTED PAPERSThe TPC
    shall develop a mechanism for utilizing the
    second and third choices for the subcommittee to
    which a paper is submitted. This mechanism shall
    include notification of the second- and
    third-choice subcommittees of(a) Papers
    submitted that designate them as second and
    third choices, and(b) Rejection of the paper
    by the first- and second-choice
    subcommittees.
  • More and more work is done with a mixture of
    technologies, and a paper may be of interest to
    more than one subcommittee. Authors who are
    unfamiliar with IMS may not know which
    subcommittee is the best fit. Consequently, there
    needs to be a real mechanism in place for
    honoring the second or third choices designated
    by an author. The proposed resolution will ensure
    that the affected subcommittees are aware of the
    paper and can ask for a transfer if they think it
    is a better fit. It will also ensure that a paper
    is not rejected because it has been sent to the
    wrong SC.

MTT-17 Resolutions

  • MOVING PAPERS FROM ONE SC TO ANOTHERThe TPC
    shall not move submitted papers from one
    subcommittee to another except in cases of
    obvious mismatch or with permission from the
    originally designated subcommittee. If moved due
    to obvious mismatch, the new assignment will be
    reported to the originally designated
    subcommittee.
  • This resolution will eliminate a recurring
    problem in which submitted papers (including
    papers that have been solicited for a particular
    session) "disappear," In some cases, one is able
    to track down the transferred papers, but in
    others the blind transfers have produced low
    submission count, rejection of good papers, and
    irate authors.
