8The start
- The Football Development Plan should justify the
Facility not the other way round - Example which one is right?
- We want to build new changing rooms, and a new
girls team will use it - OR
- We want to develop girls football, and we need
suitable changing facilities to do it.
9What do we do first?
- You should complete your Football Development
Plan (FDP) should contain the following - What you want to achieve (what groups do you want
to help? What will be the outcome when youve
finished? ) - A detailed breakdown of how youre going to
achieve it (whos responsible for doing it? What
resources will you need?) - When this will be achieved by

(FDPS-2) to give the FA / County FA an idea of
the project that youre planning. - Do not employ any design professionals
(architects, quantity surveyors etc) before
talking to FA / CFA representatives first.

youll need to get some work done before the
project is submitted - Changing rooms / Pavilions
- Pitch drainage
- Artificial Grass Pitch (AGPs)
- Multi-Use Games Areas (MUGAs)
- Any grant over 250k
- The work detailed in the next 3 pages will cost
you money up front, although this can count
towards the overall application to the
Foundation. But remember, if the project is
unsuccessful youll have to cover this cost. - Full information on what is needed is provided in
the Football Foundation Data Sheets, available
from FA Regional Staff, the FF, or FF website.
All applicants should refer to these before
submitting an application.
11 - Changing room / pavilion projects
- All changing room projects you need to get a
pitch condition survey carried out to check the
pitches are good quality. Good changing rooms
with poor pitches isnt a good use of money! - Refurbishment / extension projects you need to
get a condition survey to check the building is
structurally okay. This will also determine if
its cheaper or better to build a new one. - Any grant over 250k if the grant youre
applying for is likely to exceed 250,000 you
will need to get either Outline or Full Planning
permission before it is considered.
12 - Artificial Grass Pitch (AGP) or Multi-use Games
Area (MUGA) - Floodlights MUGA and AGP projects are only
considered if they include floodlights or have
floodlights available. This will allow maximal
use of the AGP / MUGA. - Planning Permission you need to get Full
Planning Permission for the pitch and floodlights
before you submit the application. The Foundation
will not consider it if you dont have this. - Operating hours The Full Planning Permission
must permit at least 85 hours use per week. Note
at least 35 hours of this should be available for
use by the community. - Surface Standards all artificial surfaces should
comply with either FA standards (third generation
surfaces) or Sport England / SAPCA (sand based
surfaces).
13 - Pitch Drainage
- Pitch Survey you need to get an independent
pitch survey carried out on any grass areas you
want to drain. This will determine what work is
needed for the particular ground conditions and
soil type. - Grants over 250k again, if the total grant for
the project is likely to exceed 250k then youll
need to get Outline or Full Planning Permission
before applying.
14How much can we apply for?
- You need to gather as much funding as possible
before applying to the Foundation, as it is the
funder of last resort - The FA can give you advice on other potential
sources of funding - The maximum grant is 1m, which must not be more
than 90 of the total cost of the project. - The Foundations target is to fund projects at
50 - Support can be given at a higher percentage, but
youll need to prove it is needed and that the
project benefits specific target groups. - The Foundation can also provide revenue support
for up to 5 years. This must not exceed 20 of
the total grant.
15Submitting an application
- There are two ways to submit an application to
the Foundation - Through the FA, who will provide you with
pre-application advice. They will ask the Local
Football Partnership (LFP) for comments and
submit these, along with their own to the
Foundation. - Directly to the Foundation, who, as a registered
charity, are obliged to consider all applications
submitted to them. The Foundation will then ask
the FA and LFP for their comments on your
project. - Whats the difference?
- By using route 1, the FA can support you through
the process and offer support and advice. - Route 2 can sometimes be slower, as it can take
time to gather comments from the LFP and FA, as
they may not be familiar with the project.

- It depends how much youre applying for. Subject
to the number of applications in the system,
after youve submitted a complete application,
you can expect a decision in the following

- The right project for the applicant
- Increases participation
- Sustainability of the facility in the future

- Applicant has sourced ALL available partnership
funding
