INTENT

• The Engineer Summit was convened to expressly
  look at structure and what is required in MAGTF
  Engineering. The following tenets were used to
  focus efforts
• Do we have an organizational structure problem?
• Do we have the right equipment?
• Do we fulfill stated METLs by MWSS?
• Do our METLs match the future demand for
  warfighting?
• What are the solutions?
• Can we compensate some of our current structure?

PLANNING CONSIDERATIONS

• Mirror imagining T/O and T/E
• Go in effect FY08
• Mission Task of establishing an EAF and (2) FARPs
  simultaneously
• Solely in an expeditionary environment
• No contractor support
• No Host Nation support
• No joint support

ACE ISSUES

• Overall structure of MWSS supports the current
  AGS mission.
• Reorganization of Maintenance (ROM) MWSS will
  require additional mechanics and appropriate tool
  kits to complete higher echelon maintenance.
• Utilities 1141s not sufficiently trained in hard
  wiring to support AGS.
• Without Area Clearance Equipment, the MWSS has
  limited capabilities to ensure mobility for
  establishing FARPs and removal of UXO on and
  around airfields.
• Route Clearance task
• Utilities and Heavy Equipment officer OCCFLD
  representation.

T/O DEFICIENCES

• T/O Utilities
• Add (1) SSgt 1171 and (1) SSgt 1141. Need
  respective subject matter experts for Power
  Generation and Hygiene.
• Increase of (6) 1141s to support the increase of
  utilities T/E.
• Add (2) 1161s to support the increase in T/E for
  ECUs.
• Add (3) 1142s to support power generation and
  distribution T/E increases.
• Engineer Company T/O
• Add (1) GySgt Company Administrative Chief 13XX
  or 11XX to support transition from the Engineer
  Division to Engineer Company. Assignment of
  First Sergeants to MAW restricted.
• Utilities increase 13
• Company increase 1

T/E DEFICIENCIES

• Area Clearance/Route Clearancedo not have
  correct equipment. Require (1) Buffalo, (2)
  Cougars. MWSS has mine detectors which provide
  insufficient support for current missions as a
  function of AGS in mobility task, establishing
  FARPs for example.
• Provide internal airfield communications for
  host and nation units requires equipment for
  ditching capability. Recommend attachment for
  Caterpillar skid-steer that comes in damage
  repair kit. Currently only have back hoe with a
  bucket.
• Concrete mixing capability. Without the
  capability of at least (3) 16 CuFt mixers, the
  MWSS cannot support METLs in support of EAF
  services ability to conduct BRAT and operations
  under Mobility METL for in support of large
  scale construction projects.

T/E DEFICIENCIES CONT

• Utilities equipment as is cannot sufficiently
  support the ACE. Require the following changes
  and additions to current T/E
• Add (6) B0008 ECUs to support fielding of Base-X
  style medical tent and COC.
• Add (2) 50K water tanks for aircraft wash down
  and NBC equipment wash down. Wash down storage
  capability does not currently exist.
• Ensure increase of T/E from (4) to (6) 100K B1045
  generators to support fielding new laundry units.
  
• Add (2) 20K B0940 generators to support EAF FLOLS
  system to compensate for current T/E deficiency.
• Add 5K gallon water distribution truck (for
  potable water).

OPERATIONAL IMPACT

• Degraded capability in the required AGS to a MAG
  without the addition of other T/O and T/E items.

• Priority is to fulfill METLs as stated now
