Introduction
  • First PEAP/PRSP produced in 1997
  • Poverty Monitoring ad Evaluation strategy
    formulated in 2002
  • A set of indicators to reflect the
    multi-dimensional nature of poverty formulated
    under the then 4 PEAP pillars

Evaluation of early PRSP
  • Six of the 31 priority indicators were for
    evaluation ( outcomes and impact)
  • -GDP growth rate
  • -Population below the poverty line
  • -Life expectancy
  • -Infant Mortality
  • -Maternal mortality
  • -Nutrition ( stunting)
  • -Literacy Rate

Early cont.
  • These were complimented with evaluation of reach
    of inputs and value for money
  • PRSC matrix used by various development partners
    that focused on processes and a few outputs

Constraints faced
  • ME system consisting of a cluster of
    organisations using different concepts and
    definitions
  • Lack of geographically-disaggregated data
  • Facility based data that omitted those not
    accessing services
  • Indicators were not integrated into an index to
    give one indicator

Introduction of MDGs
  • The introduction of the MDGs concept did not
    affect the monitoring and evaluation practices
  • The PEAP, to a large extent, had taken care of
    the MDG concerns

Management for Development results
  • Aimed at pinning down the strategic
    outcomes/results and performance indicators to
    measure changes in results
  • Strengthening the links between inputs,
    activities, outputs, outcomes and impact.

  • Entails conducting annual PEAP implementation
    reviews
  • Based on a close linkage between the Sector and
    pillar reviews
  • Key results are analysed and cross-cutting
    causality links explored

Challenges
  • Sector working groups the basis for this analysis
    are at different stages of development

    various pillars is still a mystery
  • Reorienting the budget towards resource
    allocation reflecting sectoral contributions to
    the strategic PEAP areas
