- There has been significant progress during the
past ten years - Partnership working is gradually becoming
embedded - More people with learning difficulties and/or
disabilities are participating and accessing
learning

7The Focus of the Review
- Not an end-to-end review of all services for
learners with learning difficulties and/or
disabilities - The review was of the LSCs planning and funding
of education and training for learners with
learning difficulties and/or disabilities - Across the entire sector and across all ages
- We worked with other agencies to inform the review
8The Process
- July 2004 Review process commences and steering
group created - This process included both informal and formal
consultation with the sector. This was further
underpinned by extensive literature reviews and a
learner consultation - January 2005 Interim report submitted to LSC
National Council who approved direction of focus - September 2005 LSC National Council receive the
final report and give full endorsement

- 40 recommendations
- The overarching recommendation of the review is
The LSC should develop a national strategy for
the regional/local delivery, through
collaboration with partners, of provision for
learners with learning difficulties and/or
disabilities across the post-16 learning and
skills sector that is high quality, learner
centred and cost effective.

- A policy of investment for change
- Regional LSC structures to enable strategic and
operational oversight - A common funding approach across the whole of the
post-16 learning and skills sector - National agreement between ministers across
Government departments - Greater prominence and clarity to provision for
learners with learning difficulties and/or
disabilities being a priority
