    objectives across city regions.

  • Focus on activities where sub-regional working
    can add most value.
  • Have an economic core.
  • Operationally
  • Local authority partners and public sector bodies
    should share collective responsibility for
    outcomes.
  • Sub-regional partnerships will have transparent
    arrangements for ensuring financial and
    democratic accountability.
