Director of Acquisition Programs
- Ms. Giao Phan, a member of the Senior Executive
Service, assumed duties as the United States
Coast Guards Deputy Director of Acquisition
Programs on November 13, 2007. - In her previous capacity, Ms. Phan served as the
U.S. Navys Deputy Program Manager for the
In-Service Aircraft Carriers Program. In this
position she was responsible for the execution of
new construction, refueling, complex overhauls,
and in-service aircraft carrier life cycle
support programs. - Ms. Phan brings a wealth of almost 25 years of
naval engineering and acquisition expertise
working for the Department of the Navy, where she
managed numerous multi-billion dollar programs
for the development and acquisition of complex
weapons systems, and handled many politically
high-interest and strategically important issues.
- Ms. Phans awards include the Superior Civilian
Service Award (2006) and the Navy Meritorious
Civilian Award (2004). She earned her
undergraduate degree in civil engineering from
Virginia Polytechnic Institute in 1981 and
completed her graduate studies in management from
the Florida Institute of Technology in 1997.

5IOC Project Capability Requirements
- Merge diverse data sources available through
existing enterprise IT systems and other
databases into single user interface - Automate the processes of detecting, identifying
and responding to threats at all high priority
ports - Improve the CGs interoperability with other
federal, state, local and private sector entities - Improve the CGs awareness of vessel activities
near critical infrastructure via sensors

- Integrating Existing IT Systems
- Focus is on integrating these disparate
systemsfrom both the Coast Guard and other
agenciesinto a single, graphical user interface
(GUI). - Facilities
- Expand or construct new command center facilities
to allow for interagency collaboration - Sensors
- Deploy new or leverage existing sensor networks
(cameras and radars) to enhance safety in our
ports

- Anticipate construction of new Command Center in
San Francisco in FY09 - Spring 2009 target for RFP release
- Summer 2009 target for contract award
- Responsible Office Facilities, Design and
Construction Center Pacific - Anticipate RFPs for additional Command Centers in
FY10 locations are TBD
8OPC Requirements
- Proven, currently in-service vessels
- Or, variants of in service vessels
- Capable of being built or licensed to be built in
the United States - OPC missions will generally operate in deep water
(beyond 50 nautical miles from shore) in extreme
environmental conditions in a low threat
environment. Missions - ports and waterways security
- search and rescue
- drug interdiction
- migrant interdiction
- Exclusive Economic Zone (EEZ) enforcement
- defense of escorted vessels
- command presence in areas of distress
- The vessel will generally operate for 185-210
days away from homeport - USCG intends to acquire up to 25 vessels

- The new rotary wing search radar will replace
less capable weather radar systems currently
installed on the Coast Guards H-60 and H-65
fleets and provide substantial surface search

- Enhance Maritime Domain Awareness (MDA)
- Search and Rescue
- Ports, Waterways and Coastal Security (PWCS)

are - Order of magnitude improvement in Detection
capabilities - Inverse Synthetic Aperture Radar modes (for
target identification) - Small target detection and tracking of high
interest targets - Go-fast vessels and Self Propelled
Semi-Submersibles (SPSS) - Weather detection and navigation
- Fully Integrated with Common Avionics
Architecture System (CAAS) cockpit to increase
pilot situational awareness - Coast Guard has issued Multiple Requests For
Information (RFI) over the last 4 years as
requirements were developed - Coast Guard intends to perform duties as System
Integrator

- Cathy is a native of the Hampton Roads, Virginia
Area and is currently Chief of Contracts Office
for the U.S. Coast Guard, Facilities Design and
Construction Center, Atlantic in Norfolk, VA.
She received her Bachelor of Science in Business
from St. Leo College, St. Leo, Fl in 1989 and
received her Master of Business Administration
from Averett College, Danville, VA in 1998.
Cathy has worked in Government Contracting for
over 26 years and has experience in Construction,
Service, and Supply contracts. She has worked
for the U.S. Coast Guard since 1997. She
previously worked with the Navy Public Works
Center, and Naval Facilities Engineering Command,
Atlantic. Cathy is a National Contract
Management Association Fellow and is past
President for the Norfolk Area Chapter.
