What is TNE?
  • All forms of Higher Education, or sets of
    studies or educational services, including
    distance education in which the learners are
    located in a country different form the one where
    the awarding institution is based. They may
    belong to the state in which it operates, or may
    operate independantly of any national system

  • TNE is not new phenomenon, but growing in types
    and numbers
  • Linked to the drastic change in the European and
    global higher education landscape
  • Explosion of demand and lack of capacity in
    national systems to absorb it
  • Bologna Process
  • Commodification of Education

  • IT, e-learning

Negative aspects
  • Some operate on a for-profit basis and treat
    students as customers/consumers
  • Tuition fees are in many cases extremely high
  • Lack of QA and/ore accreditation mechanism
  • Qualifications not always recognized
  • Not applicable in local context, cultural
    differences tend to be overlooked-brain drain
  • Lack of adequate information
  • Lack of student influence
  • The social dimension

  • Widens learning opportunities by providing more
    choice for citizens
  • Challenges traditional education systems by
    introducing more competition and innovative
    programmes and delivery modes
  • Benefits home institutions trough links with
    foreign institution, stimulate international
    cooperation
  • Help bridging the gap between demand and supply,
    foster access

  • National autonomy and sovereignty- the role of
    state in education
  • Standards and traditional educational values
  • Lack of QA mechanism to regulate and ensure the
    the quality of TNE education
  • Pressing need to eradicate malpractice and
    fraud-protect learners, ex degree mills
  • Approaches to academic and professional
    recognition, transperancy and mobility
  • How to avoid the digital divide
  • Social dimension

Student influence ?
  • Very little studentinfluence in TNE, except
    consumer influence
  • No regulations
  • Many TNE students are not represented by any
    union or organisation
  • Challenge for traditional studentorganisations
  • Stress the educational and social dimension

Conclusion- Fine
  • TNE can help reaching the goals of HE, but only
    if provided the right way
  • Need to create constructive solution to make TNE
    benificial for all stakeholders
  • HE institutions and and national educational
    authorities have to react
  • TNE effects the whole society
  • Studentorganisations must meet the needs of the
    new students
