2Why is DAS consolidating the IT purchases?
- This is a continuing effort to consolidate State
wide IT effort to forecast and procure
technology. - DAS will coordinate and facilitate all IBM
Information Technology purchases through its
enterprise agreements. - This effort will produce the best price / value
for your IT purchases. - This effort is part of an overall strategy for
enterprise licenses and agreements. - We request that each agency / government entity
select a point of contact for this effort.

4Software Overview (pricing)
- IBM addresses the software cost issue by offering
several pricing vehicles for software on the
mainframe and distributed hardware platforms - For the Mainframe - Parallel SysPlex Licensing
Charges (PLSC), Workload Licensing Charges (WLC)
for Monthly Licensed Charge software - IBM Passport Agreement (currently in its third
revision) for the distributed (Windows, Linux,
UNIX, .) One Time Charge software - These vehicles (agreements) allows enterprises to
leverage or lower their IBM software costs - By Software type (PSLC / WLC for MLC and / or
Passport for One Time Charge) - Or By Special bid
- Historically, the State agencies have pursued the
best price for software on an as needed or
individual transaction basis (example RFPs) - IMServices Enterprise License Agreement history
- four 1 yr Enterprise License Agreements (2001,
2002, 2003 2004).

7Distributed One Time Charge software flexibility
- Server platform (transfer part of Passport)
- Distributed One Time Charge Passport software
allows for transfer of Passport software to
different distributed hardware platforms that the
software supports - (ex. DB2 is licensed per
processor so as long as the processor count is
the same or less on the target server platform
the software can be transferred at no cost. If
the number of processors is greater than the
source you would only need to purchase the net
additional processors on the target server
platform). This is typically used to support
server consolidation efforts. - Software brand / family (substitution part of
the ELA) - The Enterprise License Agreement can permit
substitution between products within a software
brand (e.g.. Data Management, WebSphere / MQ,
Lotus, Tivoli) for distributed One Time Charge
Passport software purchased on the Enterprise
License Agreement. This can provide additional
flexibility for State of Nebraska to adjust the
purchase mix of software to support your business
requirements.
