60s Sports policies broadly based on the concept
of sport as a means of promoting social welfare

affirmed the view of sport as a vehicle for moral
development and social regulation
81960s 1970s Wolfenden Committee investigated
development of sport and outdoor activities,
noted absence of post-school opportunities for
sport and affirmed role of sport in social
development of young people. 1965 Sports
Council developed reflecting governments
recognition of the states role in supporting the
development of sport for social
benefits.Emphasis on facility building and
recognition of sport and leisure within issues of
welfare and quality of life.1980s Action Sport
established in response to urban riots, focus of
resources on inner-city issues such as vandalism,
unemployment and specific social groups. Focus
on under-participating groups, including women.
1997 New Labour elected with principal policy
of social inclusion, emphasis shift from
activities to people, association of sport with
building and strengthening communities.
