- SA SERVICE DELIVERY IS HIGHLY DEPENDENT ON
EFFECTUAL IGR WHERE IGR IS - the various combinations (vertical, diagonal and

spheres of governments and organs of State. The
framework for such relations and their
accompanying hierarchic order is defined in
