  • The second phase of the survey on the topic of
    child abuse had four basic intentions
  • to verify the status of the statistics on child
    abuse indicated in the first phase of survey by
    each country
  • to identify a minimum set of common data, which
    could be proposed as basic components for
    comparable indicators on the state of children
    and adolescents related to the problem of child
    abuse
  • to update and enlarge the knowledge on the
    juridical framework standing behind public
    policies against child abuse
  • to prepare an overview on the legal approach to
    the problem both from a substantial and
    procedural point of view.

  • In order to reach these aims all the
    ChildONEurope Members and Associated Members were
    invited to provide
  • statistics on the phenomenon of child abuse, it
    was chosen the year 2002 as year base
  • information related to laws and legal provisions
    into force at the national level addressing all
    the various forms of child abuse.

First analysis of the results regarding
quantitative information
  • All Members and Observers were asked to send the
    available statistics (at a national or regional
    level) on the below mentioned kinds of child
    abuse
  • sexual abuse (intra-familial and extra-familial)
  • sexual commercial exploitation (child
    pornography, child pornography on web,
    prostitution)
  • neglect (emotional and physical)
  • physical ill-treatment
  • psychological ill-treatment
  • witnessing violence
  • trafficking for sexual exploitation

Final comments
  • The serious insufficiency of statistics collected
    can not be explained with the fact that the
    phenomenon will be never known in all its
    magnitude.
  • Child abuse is a social problem that has two
    main characteristics generally considered
    necessary for counting a phenomenon in the
    official statistics
  • A general interest towards the phenomenon
  • The significance to make data available for the
    community

  • There is a more widespread awareness on the
    necessity of transparency and comprehensibility
    in the production of data that are not the
    occasional result of survey or ad hoc research.
    But for satisfying those requisites , the
    statistical activity must be conformed to a
    series of basic principles
  • the data must meet the needs of professionals,
    public decision makers, researchers and citizens
  • the access to data must be as more easy and wide
    as possible in respect of right to privacy
  • there should be a strong integration and
    harmonization among all the homogeneous sources
    of data in order to capture all the possible
    data flows
  • timeliness and reliability
  • the local unit that generates data must follow
    rigorous methodological criteria and clear tools
    of recording
  • the statistics should be supported by information
    on the methodologies and concepts adopted

The data of child abuse are the result of
activities which do not have statistical scopes.
They derive as output of administrative
activities in social, health and judicial
sectors.
  • To build a statistical system from an archive of
    information, it is necessary to go trough
    various phases logically and temporarily
    connected
  • To formulate the objectives that must be met with
    the production and analysis of statistical data
  • To choose the relevant aspects of phenomenon
  • To elaborate a scheme for recording aggregated
    information
  • To collect data
  • To control and correct mistakes
  • To codify information
  • To elaborate data
  • To analysis the measures obtained

  • An administrative archive is able to generate
    statistics if the original information is
    collected and registered according to a specific
    set of
  • instruments,
  • procedures,
  • classifications
  • organization rules,
  • protocols of recording
  • standardised informatics platforms for
    archiving information.

  • The ChildONEurope survey faces a significant
    challenge. There are few, but good experiences
    that satisfy almost all the criteria, principles
    and phases in order to realise an information
    system, and then a statistical one.
  • They could be compared and integrated in order to
    define a minimum common set of definitions for
    the different forms of child abuse and for the
    information to be collected for understanding
    better the phenomenon and to picture the
    activities of protection services.
