1
INSPIRENW Alan Boughey and Nicola Siminson

  • to develop an appropriate regional framework
which will support the implementation of the
INSPIRE initiative across Englands North West

    and Liverpool)

  • roll out of INSPIRE across NW

4
LISU research mapping current arrangements
  • number of Joint Access Agreements across all
    domains
  • Liverpool Libraries Together (not Health Library)
  • ALLIS (Lancashire)
  • Cumbria (but F.E. libraries may review next year)
  • range of provision and agreements
  • sectoral / geographical
  • methods and facilities

5
Facilities and services available to learners
  • reference subscription borrowing rights
  • some electronic access
  • referrals to other libraries
  • staff support
  • photocopying

6
Benefits of resource sharing (librarians
perspectives)
  • enhanced service to users
  • sharing expertise
  • improved relations between libraries
  • raising profile of library service
  • knowledge of other libraries working practices

7
and the barriers
  • insufficient financial resources
  • time for additional demands
  • insufficient knowledge of other libraries
    working practises (public)
  • lack of space (FE libraries)

8
The Liverpool pilot project
  • Liverpool Libraries Together Partnership review
    of existing agreement
  • focus on existing students, Open University,
    asylum seekers and refugees
  • targeted marketing
  • staff training

9
Outcomes from the pilot projects
  • take-up of services is lower than anticipated
(libraries are not overwhelmed with external
    users)
  • consultation is a key part of the process
    (learners, staff partners)
  • Generic Learning Outcomes (GLOs)
  • need for improved marketing
  • need for sustainability

10
Cumbria feedback
  • I am reading books which are not sci-fi or
fantasy because I have looked at different
    sections of the library
  • I felt welcome because it was open and big and
had a café right next to it
  • It gives you confidence because I wouldnt have
    gone in alone
  • I expected the staff to be typical librarians
but they were normal people. I thought theyd be
    stand-offish

11
Recommendations
  • adopt a user-centred approach
  • the simpler the better for everyone
  • targeted marketing
  • partnership working
  • library staff ownership
  • develop public libraries as gateways
  • develop a minimum set of criteria for joint
    access agreements
  • use the Inspiring Learning for All framework

12
Roll out in the North West
  • further training/awareness
  • fit with national development
  • initial aim Minimum access agreement for all
  • stage 1 Sub-region agreements
  • stage 2 NW then national agreement
  • How? NW Steering Group?
  • breakout groups
  • feedback form!
