the purpose of improving the quality and safety
of healthcare across the health system as a
whole. - Department of Health identified as working
towards meeting this goal through the
implementation of Oacis and recommended that it
be extended across the States public health

9SA Health ICT master plan
- 715m will be spent on new initiatives in health
over the next 4 years - includes 92.2m to
upgrade and replace information, communication
and technology infrastructure across SA Health - 215m over the next 10 years of new investment
for ICT systems, in addition to the current
levels of annual funding. Total funding
375.6m over 10 years. - 11.5m new investment being allocated to commence
major activities during 2007-08 - These activities are all part of the integrated
10 year, which consists of 65 individual
inter-related ICT projects - careconnect.sa will be the standard statewide
electronic health record accessed by clinicians

public health system so that it is available at

services due to the increased accuracy and

14Clinical information system upgrade
- There has been work underway to progress the
upgrade of the clinical information system
(Oacis) to the web-based version. - This is a major piece of work that we are
negotiating with the systems product owners,
Emergis, so that all functionality that is in the
client-based product can be made available to
users across SA Health. - Glenside Campus and Mount Gambier Hospital use a
web-based version of the clinical information
system. This version currently has limited
functionality available. - Once the upgraded to the web-based version with
full functionality has been completed, it will be
implemented across all sites currently using the
system. - Implementation to the remaining SA Health
hospitals and health services within the state
will then follow.

22Where HealthConnect fits
- The long-term vision is that there will be an
information broker that will link relevant
patient summary information from the public
health system to private health care providers
with the patients consent - Through HealthConnect, information will be linked
via care planning system through health care
providers who work within the private health
sector with the patients consent. - Access will include all members of the patients
health care team from public, private and
community health care settings. - Patients and their carers will also have access
to their health care plan.

- Proposals should be submitted to Regional ICT
Clinical Reference Group - Regional ICT Clinical Reference Groups and the
ICT Clinical Reference Group have strong
representation by clinicians from all areas of SA
Health. - This means that clinicians are making
improvements to create more efficient IT systems
that meet the needs of clinicians and patients,
enhancing the safety and quality of clinical care

- Promote the use of clinical information systems
within each region - Monitor and support the development and
implementation of existing systems - Act as liaison between regional executive,
executive, regional staff and ICT Clinical
Reference Group - ICT Clinical Reference Group
- Considers statewide applicability of strategies
wherever possible - Once a proposal is approved by the ICT Clinical
Reference Group it is forwarded to the ICT
Steering Committee for final approval - ICT Steering Committee
- Chaired by SA Health Chief Executive Dr Tony
Sherbon - Representation from across SA Health and Dept of
Treasury and Finance - Provides final approval on all ICT strategies
